Purpose of the role
The Health Safety and Security (HSS) Team Leader is responsible for overseeing various day-to-day HSS related activities in the relevant area in line with NRC’s policies and procedures, and providing direct support and interference in the implementation, standardization, and reporting of all HSS activities across the area. He/She will provide guidance on HSS matters and conduct security risk and assessments and will contribute to the production of SOPs, and security packages.
What you will do
- Ensure compliance with NRC policies, guidelines and standards
- Implement and train staff on NRC HSS policies and procedures.
- Provide daily follow up on all HSS related activities.
- Advice and support staff on HSS procedures, policies, and documents required.
- Prepare periodic related reports, advise on best practices, and suggest improvements.
- Assess, promote and document ideas for technical improvement and further program development options
- Liaise and collaborate with relevant local authorities, stakeholders and communities
- Report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets.
- Promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and amongst beneficiaries served by NRC.
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
Specifically, you will;
- Develop the annual revision of area office security plans, evacuation plans, relocation, hibernation, and other related procedures, and provide necessary feedback for the country security plan.
- Oversee the regular inspections/assess the need of the office/warehouse compound, vehicles, centers and residential apartments, in addition to site assessments for all new rental premises providing guidance and procedures for achieving full compliance with the mandatory mitigation measures and compliance.
- Monitor, analyze, and update the local political, economic, social, technological, environmental, and legal (PESTEL) context on regular basis and as necessary. Assess possible developments and impacts on current and/or future NRC operations and environment.
- Conduct deconfliction and participatory security risk assessments as required.
- Support Area Manger in dealing with access related issues for NRC
- Support programme staff in planning and implementing risk mitigation strategies to improve access to hard to reach areas or new areas of operation.
- Support the Area Management in establishing and maintaining contacts with the authorities in the area of operation and in crisis, incident, and post incident management.
- Record and map safety and security incidents both internally in NRC and within the context in general to be used as guide for adapting set policies and procedures as needed.
- Assist in the preparation and submission of incident reports and ensure timely preparation of the subject weekly report while maintaining incident database.
- Ensure that incidents are mapped, conduct post-incident analysis, and follow up on resolution as necessary.
- Conduct security trainings and inductions for new and existing NRC staff while ensuring all relevant trainings are conducted for a regular basis, as coordinated with country HSS Adviser. Maintain HSS training records, and develop training materials in response to the evolving context.
- Ensure own understanding of Duty of Care approaches, to support NRC staff in conjunction with other key stakeholders.
- Update Health, Safety and Security protocols and related plans, evacuation, relocation, hibernation, medevac and crisis management procedures and ensure staff are briefed on these documents. Issue advisories to staff and management as necessary on issues related to health, safety, security and country context and challenges in the corresponding area
- Maintain active formal /informal contact and relations with Safety/Liaison counterparts from peer agencies and support Local Humanitarian Partners in managing safety and security and carrying out sound security risk assessments relevant to the programs they implement on behalf of NRC.
- The HSS TL is expected to be the Liaison focal point for NRC’s BML office, and to coordinate our program activities with local municipalities and other relevant stakeholders.
Professional competencies
- Minimum 3 years of experience in in Health, Safety, and Security in a humanitarian/ recovery context
- Previous experience from working in complex and volatile contexts
- Desirable experience in law enforcement or military
- Fluency in English and Arabic both written and verbal
- Sound knowledge of the context in Lebanon
- Experience in staff management, mentoring, couching, training
- Advanced computer skills Office 365 and Microsoft programs
- Sound knowledge of operational risk management
