EDUCATION DEGREE: Bachelor Degree
EDUCATION DEGREE DETAILS: Formal qualification in Security Management such as the INSSA SRMP, SRMC or similar is a requirement.
EXPERIENCE REQUIREMENTS: 5 to 10 years

DESCRIPTION:

Summary of duties:

  • Provide advice to contributing organisations on security for Lebanonand regional countries, and, where agreed with individual contributing organisations, act as the designated Security Advisor.
  • Monitor and analyse security reports, maintain an up-to-date understanding of the security situation, and disseminate relevant information to contributing organisations.
  • Update and revise the Security Management Plans (SMP) and Standard Operating Procedures (SOPs) as necessary.
  • if required support specific local partner organisations to develop their own Security Management Plans incl. relevant Standard Operating Procedures.
  • Coordinate with internal and external stakeholders to establish effective security coordination mechanisms.
  • Provide security guidance, advice, and when required training to staff members and partners.
  • Support contributing organisations during incident management and response, as per contributing organisations’ crisis management frameworks.

Expected outputs within the first 6 months:

  • Held weekly security updates with all participating organisational Country Directors/Representatives.
  • Held Monthly updates with all participating organisational Security Managers.
  • Conducted a review of all CIMOs Security Management Plans and SOPs as per contributing organisations’ overall security policies, and provided advice and completed updates following discussions and agreement with contributing organisations’ security managers.
  • If required: Conducted meeting with selected partners and assisted them towards the development of their own Security Management Plans.

Key tasks and responsibilities:

1. Security Coordination and Networking:

  • Establish and maintain effective coordination mechanisms with relevant UN agencies, INSO, NGOs, and local authorities.
  • Participate in security coordination meetings and forums to exchange information and collaborate on security matters.
  • Liaise with other security related advisors, donors and focal points to share information and best practices.

2. Context monitoring / Security Analysis:

  • Monitor and analyse security-related information from various sources.
  • Disseminate relevant security updates, advisories, and alerts to line management and staff members (e.g. team meetings).

3. Risk Management:

  • Provide advice and update all Security Management Plans (SMPs) and Standard Operating Procedures (SOPs).
  • Implement appropriate security measures and contingency plans (SOPs).
  • Facilitate regular participative sessions with staff on risk analysis and management measures.
  • Provide recommendations to line management based on the analysis to improve the overall security and safety protocols.

4. Training and Capacity Sharing:

  • Ensure that pre travel briefing are delivered to all organisational visitors to the country.
  • Ensure travel welcome packages are up to date and received by visitors before arriving to the country.
  • Conduct security briefings for staff and visitors to increase their awareness and understanding of security protocols, in coordination with relevant security managers.
  • Together with the external security advisors, develop and deliver specialised training programmes to CIMOs if required.
  • Ensure staff/visitors are provided with and are proficient in the use of safety equipment, including communications equipment, vehicle emergency equipment and personal security safeguards.

5. Partner Support:

  • Offer relevant training to specific partners on security management.
  • Support and assist specific partners in the development of their own Security Management Plans and related SOPs.

6. Incident Management and Response:

  • During a serious Incident or Crisis provide country teams and relevant security managers with additional support.
  • Coordinate with relevant authorities and stakeholders during emergency situations.
  • Support staff in managing security incidents and provide guidance on crisis response as per contributing organisations’ crisis management frameworks.

7. General tasks:

  • Participate in relevant meetings and provide accurate reporting to the Country Director.
  • Adhere to office guidelines, rules, and regulations.

Essential Requirements:

  • 5+ years' of security experience at an INGO, private organisation, or a security consultancy organisation.
  • 3+ years of prior experience in the Middle East in a Safety and Security role.
  • Experience working collaboratively to create security management plans and SOPs.
  • Experience working in a multicultural workplace.
  • Languages: Fluent in spoken and written English and Arabic are essential and other languages are an advantage.
  • Formal qualification in Security Management such as the INSSA SRMP, SRMC or similar is a requirement.
