As part of its current restructuring process in alignment with its Three-Years Country Plan (2023/2025), ABAAD is recruiting specialists for its new Model Centers for multidisciplinary Holistic Care to Combat GBV in Lebanon in different regions around the country.
JOB TITLE: Safety and Security Officer
JOB PURPOSE:
The Safety and Security Officer will be in charge of the safety and security of all ABAAD staff, visitors and activities in different ABAAD centers and Headquarters. They will need to Facilitate the staff access to provide services to the affected population through coordination and liaison with all stakeholders on the central and field level, and Contribute in the analysis of accessibility and provide inputs to better plan interventions.
REPORTING LINES: Head of Support & ABAAD Management
KEY RESPONSIBILITIES:
- Provide technical support to the management on all policies, procedures and guidelines for staff safety and operational security to insure continuity of service provision.
- Set along the Head of Operations the safety and security plan, review it, evaluate it and update it on a regular basis.
- Set along the Head of Operations the contingency and emergency plans, evacuation and hibernation plans.
- Provides analysis on developments and potential safety impacts on ABAAD staff & assets through contributing to meetings.
- Ensure the communication flow with all field centers/ offices and staff.
- Plan and implement ABAAD access strategy.
- Develop and Ensure ongoing relationships with local authorities and all relevant stakeholders.
- Develops and strengthens a network of relevant external security contacts.
- Monitor, record and register all incidents.
- Update the risk register on a regular basis.
- Develop a training plan, and provide training that addresses the safety and security needs of the staff and relevant partners.
- Ensure that each visitor and new staff member receives appropriate briefing and orientation.
- Provides comprehensive security briefings for all new staff or professional visitors to Lebanon.
Ensure road safety and availability instructions to Drivers prior to their starts on Distribution and regular journeys. - Submit weekly security briefing reports and end of each month a full comprehensive and detailed report.
- Along with the head of operations, conduct routine drills for all applicable emergency circumstances, such as fire/medical evacuation, large-scale protests, natural catastrophes, incursions, crossfire, robbery, etc.
- In coordination with the head of operations, ensures vehicles are equipped with First Aid kit and staff are equipped with appropriate communication equipment and know how to use them.
REQUIRED SKILLS AND EXPERIENCE
- Minimum of three years of experience working for an I/NGO is a must
- University degree in management, political or social science, security and risk or related discipline;
- Proven track record of working in a similar capacity with the nation and/or international NGOs in the region;
- Knowledge of gender and gender equality;
- Exceptional writing skills in both Arabic and English languages (French is a plus);
- Knowledge and skills in computer usage including word, excel, power point, and social media
- Demonstrated capacity field coordination, monitoring and follow up:
- Efficient in meeting commitments, observing deadlines and achieving results
- Calm in stressful situations
- Identifies priority activities and assignments
- Strong organizational and problem-solving skills
