Tankamel Sawa is a Lebanese non-governmental humanitarian organization, politically independent and undenominational.
We aim and act to support communities and individuals who find themselves in situations of difficulty and need, mobilizing resources in the best way in order to ensure efficient and sustainable solutions.
The MEAL Officer will work on all components of the project and is responsible for providing regular monitoring reports as agreed with the direct supervisor. The MEAL Officer should contribute effectively and efficiently to data consolidation, refinement and data confidentiality in relation to all data collected for the program, and most importantly the data which is related to the targeted beneficiaries, and make sure that the measures implemented meet the standards and the qualities set by TKS and arche noVa.
Essential Responsibilities and Duties:
Under the direct supervision of the WASH Coordinator – Tankamel Sawa and in coordination with the MEAL Coordinator – arche noVa, the MEAL Officer will perform the following tasks:
MEAL:
- Support needs’ assessment exercises carried out by program teams (data collection methodology, training on data collection methodology and tools, quality control of data collection process, review of assessment statistics).
- Conduct household assessments.
- Support the development of data collection and analysis plans by program teams.
- Assist in development, quality control and consolidation of program Indicator Performance Tracking Table, output tracker and other reporting tools.
- Quality control of data collection process through regular spot check visits.
- Report the progress of the work to the supervisor.
- Report possible problem or conflict during the activities.
- Data collection including both field and institutional level regarding the project
- Responsible for the facilitation of volunteers work in accordance to plan.
- In collaboration with the AN MEAL Manager, support review of data collection methodology and revision of existing tools or development of new tools
- Review data collection statistics.
- Support audit, internal and external evaluations.
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Humanitarian Charter.
Community Mobilizer:
- Work on the establishment of the committees with the implementation of a comprehensive/ participatory approach with the communities targeted.
- Ensure that committees are provided with adequate training and to follow-up on their work and impact.
- Encourage resident’s involvement in committee project and activities.
- Ensure the good process of all the stages of committee creation and provide them with the adequate support.
- Report daily activities, incidents, achievements and adaptations made to the management.
- Maintain an accurate reporting and data management of the activities.
- Conduct information campaigns and community assemblies in the field to ensure and facilitate the creation of the committees.
- Organize and implement trainings in collaboration with other internal/external agencies and (or) private trainers.
- Serves as a community facilitator: he/she is available on site to receive complaints and comments.
- Plan a regular awareness session for the targeted community.
- Regular meetings with the municipalities and the stake holders to ensure the effectiveness response of the events and the awareness sessions.
Reporting / communication:
- Take part in weekly program meetings.
- Keep his/her monitoring tools and files archived in the TKS office, accessible to his/her line manager.
- Establish and maintain good relations with local participants and communities (populations) in the operational fields.
- Listen to the populations and local participants in the field and report to his/her line manager any non-technical or safety-related issues which could affect the activities or safety of TKS teams.
Qualifications:
- University degree in International Development, Management Information System, Social and Behavioral Sciences, Statistics, Public Administration, or any other related field.
- Certificates/trainings in relevant fields are assets.
- 2 years of experience, of which at least 1 is within a non-profit context.
- Fluent in Arabic and English.
- Having computer sills, and proficient in Microsoft Office (Word, Excel, Power Point, etc..)
- Strong analytical, verbal and writing skills.
- Strong communication skills, including ability to communicate technical content to varied audiences, including people with limited literacy.
- Knowledge in SPSS and/or Access (Data management, analysis, and M&E reports development), KoBo Toolbox or equivalent.
