A. Required qualifications, competences and experience
Qualifications
- BA/S or equivalent, preferable in social sciences, business administration, public administration or international development or other relevant disciplines required (equivalent to BA or MBA)
Professional experience
- At least 3 years’ professional experience in a comparable position
- At least 3 years’ professional experience in monitoring and evaluation
- Ability to prepare clear and concise reports
- Ability to manage and meet deadlines and to work independently on multi-task load; Excellent communication and organizational skills
- Experience with and knowledge of current approaches to M&E in relief and development programs
- Experience in quantitative and qualitative research
- Experience in capacity building for civil society actors is an advantage
Other knowledge, additional competences
- Good understanding and experience of delivering M&E frameworks & systems using tools such as log frames, surveys, etc.
- Good working knowledge of ICT technologies, computer applications (e.g. MS Office, survey applications) and data visualization software.
- Fluency in spoken and written English and Arabic; ability to translate concepts into Arabic;
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- Good organizational competence
- Good research and reporting skills
B. Responsibilities
The Junior M& Specialist is responsible for
- Assisting with the design and implementation of Monitoring and Evaluation Plan in coordination with the Core Team to ensure effectiveness and efficiency of the project activities in accordance with the project log frame
- Monitoring and evaluating overall activities in project locations and report the achievements of results
- Providing support in preparing project interim reports that follows GIZ monitoring and evaluation procedures
- Providing monthly feedback to the Core Team on the M&E goals and outputs for reporting purposes
- Providing weekly feedback to the partner activities done
- Ensuring context-sensitivity and Do-No-Harm
- Implementing daily operational aspects of all issues related to the project
The technical professional performs the following tasks:
C. Tasks
1. Management and coordination
The Junior M&E Specialist
- Provides technical support towards the management of the M&E/Results-Based Monitoring system of the project.
- Supports the implementation and the management of the M&E-System according to GIZ standards and requirements;
- Supports the monitoring of programme activities towards the achievement of indicators, including data collection, data analysis, report writing and dissemination of results.
- Ensures that partners have reported timeously, and data meets GIZ data quality standards.
- Supports the finalization of reports, M&E tools, and presentations according to GIZ layout standards.
- Provides support to the Monitoring and Evaluation Specialist in the coordination of M&E-related tasks towards implementing partners
- Supports the Monitoring and Evaluation Specialist in the management of appointed consultants.
- Ensures periodic review and update of M&E tools in place.
- Contributes to tasks concerning knowledge management for the project.
- Conducts site visits to training implementing partners.
2. Communication and networking
The Junior M&E Specialist
- Assists in the development of internal and external communication material in line with GIZ standards and procedures
- Ensures knowledge management collects, processes, and distributes relevant information, monitors communication and interaction between government institutions, NGOs, and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
3. Other duties/additional tasks

Project Description:
The situation in Lebanon is characterized by a structural economic and financial crisis and by the effects of the Covid 19 pandemic and the explosion in the port of Beirut in August 2020. The focus of the new Transitional Development Assistance project is to strengthen the socio-economic resilience of vulnerable groups in Bekaa and Mount Lebanon. This is done along three fields of action (1) strengthening agriculture, (2) promoting MSMEs and start-ups, and (3) promoting social cohesion at the local level.
