1‐ GENERAL OBJECTIVE

Under the supervision of the Head of the PHC Department at MoPH, the Monitoring & Evaluation (M&E) Officer will support the MoPH in the monitoring and evaluation of the LPSP protocol implementation.

The M&E Officer will support the central M&E activities of the MoPH. The M&E Officer will be supporting in the follow up on the “LPSP” implementation by performing delegated M&E related activities such as looking at key data trends/indicators pertinent to all NGOs, and thus allowing the MoPH to have an oversight on the implementation across all PHCCs implementing the “LPSP”.

2‐ RESPONSIBILITIES AND TASKS

ROLE AND RESPONSIBILITIES

1. S/he will provide support, during the implementation phase, to the MoPH, in terms of the development of the “LPSP” SOPs and continue to support updating those related to M&E.

2. S/he will be supervised by and report to the MoPH as is relevant to the activity. S/he will provide operational support on the roll‐out and integration of the “LPSP” Governance, Monitoring and Evaluation Framework as well as generating strategic data for the programmatic management of implementing partners, reporting, and documentation of best practices. This position will analyze and triangulate quantitative and qualitative data to feed into the MoPH’s strategic policy and management discussions.

3.S/he will support in providing timely analyzed data to inform national‐level MoPH lead. The position will build the capacity of NGO focal persons in monitoring the implementation and budget performance of the “LPSP” to guide the NGOs for better informed decisions.

SPECIFIC OBJECTIVE AND LINKED ACTIVITIES

1-PROVIDE SUPPORT TO THE TASKFORCE, VIA MOPH, IN TERMS OF DEVELOPMENT OF “LPSP” SOPS

Under the direct supervision of the MoPH PHC Department, the following activities will be carried out:

S/he will be designated to assist the MoPH in the preparation of key materials for the MoPH led Taskforce to support in the development of the LPSP and associated Standard Operating Procedures (SOP);

S/he will contribute, after delegation, to the development of the MoPH’s Governance, monitoring and evaluation framework to accompany the “LPSP”;

S/he will be supporting the MoPH in the monitoring and evaluation of the LPSP protocol being rolled out through NGOs.

2-FACILITATE MOPH OVERSIGHT THROUGH SUPPORT TO DATA COLLECTION AND ANALYSES RELATED TO THE IMPLEMENTATION OF THE “LPSP” ACROSS THE MOPH NETWORK UNDER THE GUIDANCE OF THE MOPH AND IN ACCORDANCE WITH AN AGREED MOPH GOVERNANCE, MONITORING AND EVALUATION FRAMEWORK FOR THE “LPSP” WITH THE AIM OF ENSURING RESULTS‐ORIENTED AND QUALITY SERVICE DELIVERY.

Under the supervision of the PHC Department at the PHC, S/he will regularly take part in the coordination with other health actors, stakeholders and Partners to ensure the following activities will be carried out:

S/he will support in the establishment of a system for the flow of information from service‐delivery points to the Health Information System (HIS) and ensure timely M&E technical support by the MoPH to all implementing health facilities;

S/he will support in monitoring challenges to accessing healthcare and regularly report to the MoPH and partners;

S/he will support in in data quality review meetings when delegated by head of MoPH network;

S/he will support the monitoring of the quality of service at health facilities;

S/he will provide assistance in the analysis of HIS data to provide to policy and decision‐makers through bulletins and dashboards while providing regular reporting to the MoPH;

S/he will be developing with the support of IT MOPH department a dashboard which will be reflecting the LPSP M&E log frame (indicators) for all PHCCs implementing LPSP;

S/he will be developing the patient exit interview results on Phenics visualized dashboard as well the patient satisfaction and Q&P progress for all PHCCs implementing LPSP which will be accessible for MOPH and for the supporting partners;

S/he will be supporting in the follow up on the central MoPH Governance, monitoring and evaluation framework and will regularly report on the Key Performance Indicators (KPIs) and targets outlined within it under the supervision of the MoPH;

S/he will contribute, after delegation, to building the capacity of NGOs implementing the “LPSP” on all associated M&E tools and processes under the supervision of the MoPH;

S/he will conduct periodic field visits to PHCCs and Community Health activities, to support the MoPH in their oversight on the quality of data collection processes and data management systems;

S/he will support the PHC department in monitoring and evaluating programs as needed.

Coordination between M&E Officer and hiring organization will be organized as follow and will be always carried out under direct supervision of MoPH:

S/he will provide progress report to be submitted on a bi‐weekly (short version) and monthly basis in regards to information on activities under the scope of work and any data from partner focal point after the MoPH approval;

S/he will submit timesheet and reports in case of any absence needs to be reported, and any other requested requirement/information as per HR regulations;

S/he will be participating in meetings with hiring organization and LPSP Consultant on ad-hoc basis as needed (frequency can be changed as needed from weekly to monthly). S/he will participate to ad‐hoc queries, in coordination with the MoPH, in a timely manner (e.g. donor requests for clarification or additional data).

MoPH will be informed of all meetings with the resource and has the right to audit the meeting as it deems necessary;

S/he will comply with the Chart, Code of Conduct, all international policies and internal regulations of the hiring organization;

The partner cannot access the resource for ad‐hoc queries without coordinating with the MoPH first.

The tasks and responsibilities defined in this job description are non‐exhaustive and can evolve depending on the project’s needs.

MANDATORY REQUIREMENTS

Language Skills: Fluent in English and Arabic, (speaking/reading/writing). French is an asset.

Education Degree and Work experience:

A first degree in Public Health, Management Information System, Data Science, or Statistical Science.

One to three years of progressive experience in Monitoring and Evaluation of health programs; or a postgraduate degree in Social Sciences, Statistics, Epidemiology or related field with at least one to three years’ field experience in monitoring and evaluation of health programs is required.

Experience in developing monitoring plans and/or management information systems, generating, triangulating and using health data to inform health systems strengthening is required;

Experience in the primary health care sector is an asset;

NGO experience is an asset;

Computer Skills:

Excellent knowledge of Word, Excel, Spreadsheets, Database and Statistical applications;

ASSETS

Other knowledge:

Familiar with donor M&E and reporting systems is highly desirable.

Excellent data quality assurance, analysis, presentation, and reporting skills.

Interest: Work in relief.

Transversal skills:

Strong problem‐solving skills and ability to foresee problems and initiate appropriate action;

Strong report writing skills;

Experience in working with different project’s tasks within short deadlines.
