BACKGROUND:
The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.
CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases.
CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.
CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.
CLDH currently has 4 offices: Dora, Baouchrieh, Beqaa and Tripoli.
Project Overview:
CLDH has recently launched its project with Save the children, the project aims to address child protection with expertise. With reference to CLDH expertise, a lead on legal service and psychosocial support will be provided to different target groups including children at risk and their surrounding communities.
The project objectives are represented in two outcomes;
1- Children at risk of violence, exploitation and neglect, and their caregivers, have access to quality gender and age-appropriate child protection services
2- Targeted communities have increased knowledge on child rights and child protection, including CAAC and grave child rights violations related issues, and advocacy at national level
Through its legal department, CLDH will provide legal Consultation and representation to vulnerable communities to better establish birth and marriage registration, and civil documentation.
Under its advocacy and research department, CLDH will lead knowledge-sharing initiatives to address children’s rights and the violations.
The project will be implemented over 12 months in Tripoli (Beddawi, Wadi Nahle, Tebbene), Akkar (Wadi Khaled), Mount Lebanon (Naameh), and South (Saida-Taamir).
Duties and Responsibilities:
Under the supervision of the Head of the legal department and of the Lawyer responsible for the cases in Northern Lebanon, in coordination with the Programs manager, the lawyer will be requested to:
1-Conduct Field visits:
The lawyer will be requested to conduct bi-weekly field visits to refugee camps in Akkar-Wadi Khaled to identify cases in need of legal assistance. These visits are conducted in cooperation with a Social Worker.
Visits will be coordinated and reported to the Programs manager, the Head of the legal department and the Lawyer responsible for the cases in Northern Lebanon. Reports will be forwarded also to the data coordinator.
2-Provide legal assistance including consultations and representations:
Cases identified or referred to the lawyer will be provided with consultations and representation when needed. The lawyer will have to conduct regular visits to CLDH center in Tripoli and provide legal consultations.
The lawyer will also be responsible for providing legal assistance related to birth registration in courts, administrative bodies and any other governmental institutions. This includes but is not limited to:
Act as beneficiary’s lawyer (with a power of attorney when needed),
Finalize papers with the PSD at the Noufous, with the Mokhtar and hospitals when needed.
Submit trial or any required legal process related to the work,
3-Coordinate with relevant institutions.
Reporting and updates:
The lawyer shall provide monthly legal updates on the legal situation in Northern Lebanon to the operation team.
The lawyer will have to fill the legal information form for each consultation provided and will also be responsible for the legal filing at the office in coordination with the data coordinator. The lawyer is also requested to provide monthly reports on the legal cases with the coordination and support of the M&E team.
The lawyer will attend team meetings to provide updates on the cases when requested.
Essential Minimum Qualifications and Professional Experience Required:
3 to 5 years of experience in Civil documentation
Education:
Lawyer must be registered at the Bar Association
Location:
The selected candidate will work in the above-mentioned area and will attend the meetings of the Legal Department in CLDH’s main office in Dora (if needed or requested by the Department).
