The U.S. Centers for Disease Control and Prevention’s Global Border Health Team (U.S CDC/GBHT) has been collaborating with the International Organization for Migration (IOM) and the Ministry of Public Health (MoPH) in Lebanon since 2020 to strengthen the country’s border health capacities. The primary focus to date has been to strengthen disease detection and response at country-prioritized points of entry (PoE), including the Al Masnaa ground crossing and the Port of Tripoli, through the development of Standard Operating Procedures (SOPs) for detection, notification, and management of ill travellers with suspected infectious diseases at PoEs and the training of non-health staff at these locations. Through this collaboration, a lack of referral mechanisms for potentially sick individuals detected at PoEs was identified. One of the challenges was the lack of permanent health personnel available to conduct risk assessments and determine if a traveler might be of potential public health concern.
To address this challenge, IOM, with funding provided by CDC/GBHT, created two temporary positions that was for MoPH staff to be seconded to fulfil this role, with the expectation that they enable better illness detection and case management and improve coordination between relevant partners, with the goal of minimizing cross-border spread of communicable diseases of public health concern.
The successful incumbent is expected to design and lead an evaluation to explore the utility of the IOM supported positions at points of entry/exit (POE) (Al Masnaa BCP & Port of Tripoli). The intervention has been supported under the U.S. Centers for Disease Control and Prevention (U.S CDC) funding. The evaluation should investigate the contribution of the two recruited positions in improving disease detection and response to potentially sick travellers at the POEs, thereby meeting the objectives for which these positions were created. as well as the support the positions have had on coordination between all parties at each POE. To explore these two areas, the evaluation will provide key lessons and learning on whether these positions should be continued by partners and/or eventually absorbed by the Ministry of Public Health
The evaluation will constitute of primary data collection and an analysis comparing these data to the baseline assessment conducted by MOPH and IOM in 2021. This will provide evidence-based material to inform key strategic decisions makers most specifically the MoPH on the role and sustainability of these positions after the end of the CDC supported project and for and future support.
Tasks to be performed under this contract
First deliverable (15 days): In collaboration with the CDC technical officer and M&E officer:
- Develop a Methodological Note and related data collection tools to conduct the evaluation of the IOM supported positions at the two supported POEs, after review of the existing assessment data conducted at the target POEs. This should be directed by but may not be limited to the following points:
- To what extent are the activities being implemented by the supported staff as per the TOR of each position?
- Have the recruited positions contributed to the screening process for non-communicable diseases including COVID-19, as well as to the identification and referral of suspected diseases?
- Have the recruited positions contributed to the integration of age and gender sensitivity to the screening process?
- Have the recruited positions facilitated the implementation and the information sharing of the required health measures at the POEs as set out in MoPH Circulars and Memos?
- What measures/actions have each supported staff taken, including tools developed to facilitate their work and fulfil their TOR?
- Are the positions integrated within the structure and processes of each POE?
- What are the challenges faced that affected/ Altered the role of the recruited positions at each POE?
Second deliverable (15 days):
- Facilitation and preparation of two (2) trainings on the developed methodological note and data collection tools for data collectors for Masnaa BCP and Tripoli port.
- Preparation of training materials in collaboration with CDC
- Lead the data collection process
- Monitor the quality and timelessness of the collected data
Third deliverable(30 days):
- Draft the Final Evaluation Report and undergo two reviews with the programme team (Manage, process and analyse the data collected)
