Main Responsibilities:
The Health Manager will be responsible for managing and running the daily activities of Medair clinical and community health activities in the respective field. He/She will oversee and manage teams working in the area of intervention and coordinate with all relevant stakeholders. The Health Manager will work under the direct supervision and guidance of the Health Project Manager and Medical Quality Supervisor.
The main responsibilities and activities may be changed according to the priorities, the organization of work, and the team setup.
- Project Management:
- Work with the Health Project Manager (HPM) and other members of the team to develop the health strategy in the field.
- Oversee and work with the Senior Health Officer (SHO) for the implementation of the assigned health activities and ensure that stated goals and objectives are met.
- Work with the SHO to coordinate the supervision of supported centers/mobile teams’ staff and Community Health Volunteers (CHVs)
- Coordinate with the Medair team in the designated area for the implementation and monitoring of the work plans ensuring that activities reflect the commitments Medair made to the donors and the community.
- Work with the SHO under the Medical Quality Supervisor to implement the LPSP in the supported PHCs.
- Ensure that the facilities and relevant teams have good administrations skills (HR, finance, planning, meetings).
- Ensure that the facilities and relevant teams meet the high-quality standards by following the Performance Based indicators approach.
- Support the development and management of a quality health information system and work with relevant teams to ensure that all of them are regularly reporting into this Health Information System or equivalent.
- Outwork the community outreach programme, including oversight of CHV activities.
- Conduct needs assessments, participatory assessments and surveys when needed.
- Follow up with the senior health officers to ensure that needed medical and non-medical supplies are available and no medical stock-outs reported
- Conduct regular visits to the supported centers, mobile teams and outreach activities
- Conduct regular staff meetings in accordance with SHO
- Contribute to the development of new health projects and proposals (based on assessed health needs and gaps and linked to the Medair country strategy).
- Staff Management:
- Line-manage, coach and supervise all assigned health staff
- Ensure efficient and effective work schedule is in place for the health team in the field according to the agreed work plan.
- Monitor the team’s performance according to their assigned tasks and provide regular feedback to the Health Project Manager.
- Perform evaluation of staff under his/her jurisdiction.
- Assess the training needs of the health staff and center staff and field teams and ensure that appropriate training is conducted.
- Financial Management:
- Work with the Health Project Manager to develop expenditure and procurement plans to guide implementation of approved grants in the site.
- Review budget vs. actual expenditure for the field program on a monthly basis.
- Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence.
- Monitor monthly payment provision prepared by the relevant person.
- Ensure all expenses are according to budget and meet the Medair standards with regards to financial management, including accountability and good governance.
4. Coordination and Communication:
- In close coordination with the Health Project Manager, develop and maintain appropriate, regular, transparent and supportive communication structures with the partners and relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs) with the objective of ensuring good cooperation and partnerships.
- Provide updates to the Health Project Manager and the team on a regular basis
- Participate in Medair’s internal meetings and trainings
- Attend external health meetings, other coordination meetings and working groups as requested by the health project manager, representing Medair and feeding back to the project manager and staff on relevant issues.
- Conduct coordination meeting and share information with field teams
- Represent Medair during donor visits.
5. Reporting:
- Ensure accurate and timely written reporting from assigned staff according to Medair, donor and other applicable timeframes and formats.
- Submit timely weekly and monthly reports to Health Project Manager and to other reporting systems (e.g. MoPH, MoSA)
- Supervise the health team to ensure regular collection of the data and documentation as per grant and reporting requirements.
- Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the field.
- Review facility and community level data from the field
- Contribute to Medair’s monitoring and evaluation activities
6. Logistics
- Work closely with the logistics team to identify procurement and supply issues, support the identification of corrective actions and provide regular procurement update.
- Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.
- Liaise, as necessary, with the health and logistic staff to ensure items are procured, transported, stored, managed and accounted for correctly.
PERSON SPECIFICATION:
- Master degree in health-related fields

MINIMUM OF 3 YEAR OF EXPERIENCE IN MANAGING HEALTH CLINICAL AND COMMUNITY PROJECTS.

MINIMUM OF 3 YEARS IN HUMANITARIAN EMERGENCY CONTEXT

MINIMUM 1 YEAR OF EXPERIENCE IN WORKING IN PHC SUPPORT-RELATED PROJECTS

EXPERIENCE IN TEAM MANAGEMENT

EXPERIENCE IN BUDGET DESIGN AND FOLLOW-UP.

NATIVE ARABIC SPEAKER
- Excellent English (oral and written)
- Very good working knowledge of Microsoft Excel, Word and Outlook, Access & XLS format, Experience working on PHENICS system
