WHAT IS MSF?
Médecins Sans Frontières/أطباء بلا حدود (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.
We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.
A FEW WORDS ABOUT THE PROJECT
The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally, MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remain in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above-mentioned activities, MSF provides in addition home-based care for those patients who are housebound or bedridden often due to an advanced NCD disease.
MSF BIRTH CENTER (BC)
The MSF Birth Center is unique in Lebanon, in its objective to develop a midwife led model of care. The midwives are responsible for all of the deliveries and are only required to consult the obstetrician in case of complications. The model focuses on low risk pregnancies. There is an assessment room for all patients being followed in ANC, including the higher risk cases and they may attend at any time to be assessed. The most important role of the obstetrician is to manage any complicated cases either in BC or prior to referral to another hospital, and to be active in teaching, coaching and empowering of the midwives and nurses to help develop the midwife led model of care.
Responsibilities:
MSF is looking for medicines dispenser to provide an accurate, timely, and qualitative dispensing service of drugs according to medical prescriptions and MSF protocols, standards and procedures in order to improve the patient’s health conditions
Accountabilities:
- Dispensing medication to patients according to medical prescription, ensuring the medication is labelled with the correct drug name, strength, quantity, expiry date, directions for use and additional required information and providing clear instructions and advice on how to take the drug, when, how long, how to store, possible side-effects and any other relevant warnings. Making sure the patient understands in order to ensure correct treatment.
- Adhering to MSF practice policies and procedures for dispensing medicines, those relating to controlled drugs and ensuring respect of confidentiality in dispensing
- Placing accurate and timely orders with the central stock, maintaining minimum stock levels of medicines, checking expiry dates and storage conditions and ensuring no medicines or material are taken out of the dispensary without authorization
- Maintaining accurate dispensing records and regularly reporting them to his/her technical reference. Ensuring returned and out-of-date medication is safely removed to a well designated quarantine zone for unwanted pharmaceuticals, separated from the normal stock
- Organizing and keeping clean the dispensing area, ensuring cleanliness and care in handling medicines to avoid contamination and mix-up. Maintaining dispensary equipment, ensuring it is clean, accurate and in a good state of repair.
- Maintaining the integrity and security of the dispensary by admitting only authorized personnel and ensuring that all medicines are stored as appropriate. Reporting immediately to the technical reference on any problem arising in the service (especially loss, robbery, quality problems with medicines (abnormal changes in colour, consistency, and odour) damage of medical equipment or medicines).
- Carrying out Patient Therapeutic Education (PTE) and interacting with patient using a patient-based approach to accompany chronic disease (HIV, TB, etc.) patients along their visits. Receiving patients, informing about treatment and adherence, giving appointment for the next drug delivery. Informing the medical doctor in case of lack of adherence and identifying the reasons and finding solutions to improve adherence.
- Understanding, recording and informing on any complaint received from patients related to medicine use or side effects.
Specific Accountabilities:
- Conducting inventory and bi-weekly orders for PHC and FC dispensary and a monthly inventory of IPD pahramcy
- Performing a weekly refill of IPD and BB2 end users following the quota of each
- Proactively highlight the expiries in each location and sending those to the warehouse once expired
- Monitor the pharmacy tempreture and humidity on daily basis
- Monitor cold chain tempreture and inform incase of any breakdown
- Prepare vaccine carrier properly incase of need
- Register the consumption of items on daily basis through tally sheets and sending a weekly consumption via excel to the pharmacy manager
- Highlight any sudden change in consumption
- Fill the dispensary medical report on monthly basis and share with the pharmacy manager
- Reception of orders from supply department and cross checking the packing list with the phsyical qunatities received
- Propely explain patient’s treatment and highlight any serious side effect expected
- Keeping the pharmacy clean and organized
- Organizing drugs following MSF standards and using magnetic labels and considering FEFO rule
- Properly label drugs with a prescription scehdule with identifying expiry date
- Ensuring that MSF protocol is being followed within all prescriptions
- Proper stock management through avoiding overstocks, sleeping stocks and expiries
Qualifications:
Education
Essential : Paramedical background ( Pharmacist , Nurse , Lab technician, ..etc)
Desirable: Pharmacy degree is desirable
Experience, knowledge :
Essential :
– Working experience as a medicine dispenser for at least 1 year
_ Knowledge of basic mathematics and use of measuring equipment
Desirable:
_ Experience in working with NGOs
_Good knowledge in Excel and Word
