General Description:

In collaboration with, and under the direct supervision of the Head of Sub Delegation (HoSD) and technical support and supervision of the Mental Health and Psychosocial Support (MHPSS) Delegate for the Missing, the Psychologist is responsible for implementing the project of accompaniment for the families in Lebanon whose relatives went missing in relation to the conflict in Syria. The Psychologist is in charge of conducting MHPSS activities at group and individual levels and is also responsible for the accompaniers' training, technical supervision, and coaching.

Objectives and Tasks:

Implement the project of accompaniment for the families in Lebanon whose relatives went missing in relation to the conflict in Syria, and conduct MHPSS activities at group and individual levels (100%)

Programmatic:

  • Develops, implements, and follows up on MHPSS activities in AoR, following the MHPSS strategy and with the support of the MHPSS Delegate.
  • Assists to conduct needs assessments and multidisciplinary field visits in AoR.
  • Develops and follows up on MHPSS activities related to the Syria Missing Accompaniment project in Lebanon, including:
  • Participating in the planning and organization of MHPSS activities for the families as per objectives set out in the strategy.
  • Evaluating regularly the needs of the families and contributing to the design of new approaches based on their specificities.
  • Managing data related to the activities.
  • Reporting the data related to the MHPSS activities in the ICRC health databases (Medical aggregated data-MAD/MHPSS, PEARL). Contribute to the Health/MHPSS quarterly report.
  • Ensuring a timely liaison with the team to share updates and information relevant to the overall management of the Accompaniment Project.
  • Contributing in the design of the yearly plan of action for activities concerning the accompaniment project in Lebanon.
  • Identifying accompaniers and participating in the selection process.
  • Preparing and facilitating the training sessions of the accompaniers according to the ICRC practical handbook (Accompanying the families of missing persons, Guidelines on Mental Health and Psychosocial Support), ICRC support groups manuals and developing local material.
  • Providing regular oral and written reporting to the MHPSS Delegate and HoSD
  • Participates in developing MHPSS knowledge and competencies of ICRC staff if required.
  • Develops and implements a programme of regular follow-up and support for all capacity building activities.
  • Develops and implements a programme of regular supervision, support and refresher training to the accompaniers
  • Complying with ICRC standards sets up culturally and context-appropriate monitoring and evaluation tools and ensures regular data collection, in addition to elaborating the results and evaluating the MHPSS component of the project.
  • Attends MHPSS cluster meetings and any other required meetings.
  • Maintains regular contacts with relevant stakeholders working in the field of MHPSS to facilitate coordination and smooth program implementation.
  • In collaboration with the MHPSS Delegate, ensures that appropriate tools to monitor the program effectiveness, relevance, and appropriateness are in place.
  • With the support of the MHPSS Delegate ensures that MHPSS activities are carried out under adequate and appropriate supervision to maintain the program's quality.
  • With the support of the MHPSS Delegate, prepares and develops different materials for the program.

Psychological Support:

  • Conducts MHPSS activities for the families at individual and group levels
  • Provides MHPSS groups sessions following ICRC’s manuals
  • Provides psychological individual support
  • Trains, supervises, and supports accompaniers by ensuring the regular supervision and coaching of accompaniers. Facilitating group and individual supervision sessions and providing ongoing coaching and support to the accompaniers. Actively following up on the activities related to psychosocial support conducted by accompaniers in the field. Giving feedback, guidance, and technical advice to accompaniers during home visits and group sessions. Develop the accompaniers' capacity to identify the family members in need of referral to specialized services and follow up on referrals.
  • Conducts structured clinical assessments, including use of standardised assessment tools and clear case formulation.
  • Develops consistent treatment plan with clear objectives for cases identified with MHPSS needs according to severity score of scales and clinical observation.
  • Provides individual/family/group mental health care through (brief to mid) supportive counselling according to the patient treatment plan and the practitioner’s capacity.
  • Provides psychoeducation and support to patients’ caregivers as required.
  • Observes, evaluates and monitors the evolution of the patients’ progress adapting treatment plan accordingly.
  • Prepares the case for closure of treatment and conducts evaluation using standardised tools.
  • Refers cases with severe mental health needs to mental health services – clinical psychologist and/or MhGAP GP or psychiatrist according to the criteria.
  • Liaises with and refers when needed medical team, social worker, external mental health services and other teams to ensure patient safety and continuum of care.
  • Organizes referral of beneficiaries and performs case follow-up, including delivering individual sessions where and when needed and identifying structures in case of referrals; monitors the quality of and ensures adequate feedback concerning the services provided.

Support to the Field:

  • Represents the MHPSS programme in an appropriate way in the AoR.
  • Ensures regular programmatic and context updates are communicated with the Health team. Ensures constant and strong coordination with other SD departments (internally in Health and with PROT, WTTC, ECOSEC; WATHAB).
  • Contribute to define health strategy for the PFR and implement activity in Tripoli SD ensuring the MHPSS response is integrated in a multidisciplinary response according to the priority area.
  • Actively participates in team meetings and planning in Health department, Sub-Delegation and as otherwise required.
  • Remains updated on contextual developments and shares pertinent information with Health Delegate/HoSD.
  • Provides ad hoc support to other MHPSS programmes in various locations in Lebanon when required.
  • Coordinate with other departments in the SD for the referral of beneficiaries or for sharing of relevant information.
  • Participates in developing MHPSS knowledge and competencies of ICRC staff if required.

Emergency response:

  • In case of an emergency, and if needed, she/he supports the first rapid assessment.
  • Provides direct psychological support to the victims in need based on the findings of the rapid need assessment conducted after the onset of a sudden emergency.
  • Provides technical support to MHPSS peers based on needs in all areas

Support MHPSS Delegate and MHPSS Programme Manager:

  • Shares relevant information in a timely manner related to the context.
  • Presents synthesis of problematic concisely and accurately.
  • Accurately interprets from English to Arabic and vice versa during field trips and when necessary, and translates documents as required.
  • Assists to develop, implement and report tools and activities for needs assessments.
  • Assists with any other relevant tasks assigned by the MHPSS Delegate.

Supervision:

  • Participates constructively in regular supervision with MHPSS Missing Delegate /MHPSS Programme Manager.
  • Participates in peer supervision at monthly MHPSS team meetings to foster an atmosphere of mutual support and learning within the MHPSS team.
  • Participates in internal and external training as agreed with health team and MHPSS Programme Manager

Administration, reporting and communication:

  • Ensures key programme, context and technical information is shared promptly with Health team, MHPSS Missing Delegate and MHPSS Project Manager.
  • Ensures necessary administrative work is completed in a timely manner.
  • Ensures patients files are kept updated and stored securely in accordance with international standards.
  • Manages MHPSS database and contribute to timely reporting as required, including minutes of meetings, field trip reports, quarterly technical reports and SD reports.
  • Develops and/or contributes as required to specific reports e.g. project documents, concept notes, protocols, etc.
  • Actively participates networking, and internal/external meetings.
  • Facilitates collaboration with Communication department in AoR.
  • Develops and regularly updates stakeholder mapping and formally updates quarterly.
  • Responsible for organizing field trips/visits following ICRC procedures.
  • Contributes to the development of a pleasant working atmosphere.
  • Contributes to administrative requirements related to activities, such as the organization of field visits, movements and meetings, requisition orders, and any other logistical aspect.

General Duties:

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other external contacts relevant to the position.
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development
  • Ensures equitable, fair, transparent, efficient, and accountable processes with higher level of integrity in the recruitment and selection activities.

Position Requirements:

Minimum Qualifications:

Years of experience required: 3 to 5 years of overall professional experience as Psychologist with minimum 3 years’ experience in MHPSS programs and 1 year at an I/NGO.

Level of education: Master’s Degree.

Field of education: Bachelor’s degree in Psychology and master’s degree in Clinical Psychology are required. License to practice is MANDATORY.

Languages: Fluency in Arabic and English, French is a plus.

Computer Literacy:  Advanced computer skills (MS Office).

Other: Availability to travel over Lebanon and overnight when it is needed
