CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

The IM Officer will support ensuring quality and accountability standards are integrated into CARE International’s programming and data.  The IM Officer will have a key role in promoting visibility of the MEAL data to enhance accountability and support an evidence-based knowledge on the positive and negative impact that the program is having over the communities we work with.

The IM Officer will also contribute to build CARE and its partners’ capacity in terms of managing information, archiving systems, dashboards and others.

Responsibility #1: Build data management system for CARE Lebanon

Ensure necessary partners’ data is uploaded in a timely manner and is cross-checked and triangulated with narrative reports.

Conduct timely and periodic (at least monthly) quality checks on reach data reported by partners and work with project team on cross-checking data from different sources.

Report on any identified data shortfalls and follow up with partners and support them in cleaning and improving the quality of said data.

Provide the MEAL Manager with feedback on the database and areas of improvement to facilitate partner reporting.

Design and deploy digital data collection tools on KoBo to support accurate data collection. This includes (but is not limited) to form development, testing, refinement and training partner staff on application approaches.

Responsibility #2: Data Visualization

Be responsible for visualization of LINKS Platform data.

Lead on the design and presentation of an information tracking system at the country level. This requires the integration of various datasets (across projects) into one platform and ensuring unique beneficiaries are tracked across projects.

Lead on the development of a holistic digital and real-time dashboard which embeds aggregated data compiled through the information tracking system and visualizes achievements. The dashboard will also flag shortfalls against intended outcomes (using PowerBi or other appropriate platforms).

Lead on high quality project-level visualisation of output and outcome data for reporting purposes.

Responsibility #3: Capacity Building

Conduct training sessions in-person (and remotely as needed) for databases system users

Continuously identify capacity gaps among partners and build their capacities accordingly through training and coaching.

Support the training of partners, program & ME teams in the use of agreed IM tools and formats and ensure their full implementation.

Skills & knowledge:

2 years minimum experience of building databases, windows & mobile applications

Strong data management visualization software (power bi & Tableau) (Required)

Good knowledge of data analysis software such as STATA/SPSS (Required)

Good Knowledge in database management particularly SQL is desired

Excellent communication and influencing skills.

Politically and culturally sensitive with qualities of patience, tact and diplomacy.

The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Commitment to the aims and principles of CARE International.

Desirable:

Previous experience working in humanitarian programmes

Good understanding of humanitarian principles and humanitarian processes

Demonstrated writing skills and ability to do research/collect data

Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.

Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.

Motivated self-starter who enjoys working in a collaborative and international environment

Able to work under pressure and manage variable workload

Adapt to changing environment

Demonstrate fairness and impartiality

Verbal and written communication

Experience:

At least   3-5  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on MEAL

Academic background

Bachelor’s degree in one or several of the following areas: Computer Sciences, Information Management, Statistics ,  or related field.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
