Roles and Responsibilities:

Generic responsibilities

  1. Ensure that Country-office vehicles are used and maintained according to Logistics Handbook and other NRC policies.
  2. Plan, schedule and monitor transport of staff and material/equipment according to demands and procedures.
  3. Coordinate and facilitate timely reporting of eventualities like accidents and breakdowns and Filling of all vehicle records and reports.
  4. Secure that NRC vehicles are equipped with necessary documents and equipment.
  5. Ensure proper asset/inventory registration process (Agresso Software).
  6. Perform proper documentation of assets. (Asset transfer, loss and damage reports, physical check document, etc…)
  7. Prepare daily, weekly, monthly reports required for fleet and assets management.
  8. Support in processing any other logistics tasks assigned by the line manager.
  9. Perform any other Logistics and Procurement related tasks as needed and requested by the line manager.

Specific responsibilities

Assets Management

  1. Maintain the asset register of the NRC Beirut offices, sub-offices and guesthouses with complete information in order to be shared on a regular basis.
  2. Receive & register newly purchased items/assets/inventories from suppliers as per requisitions/samples, issue asset tags as needed and deliver/dispatch those to the concerned persons/locations and maintain the record accordingly.
  3. Prepare goods received note, Waybills and maintain their filing as per the NRC filing standards.
  4. Conduct regular physical checks to all fixed assets.
  5.  File and follow up any report for damage or obsolete in order to update the record accordingly.
  6. Monitor items that are sent for repair. Keep records of repairs and recommend whether repair or replacement is more cost effective.
  7. Update assets/inventory if item status changes, such as if the item is destroyed, stolen, moved to another location, donated, or sold

Fleet Management

  1. Work together with the NRC Lebanon Fleet staff (including drivers) to ensure that vehicles are used and maintained according to the Logistics Handbook and other NRC policies related to fleet.
  2. Schedule and monitor transport of staff and material/equipment according to demands and procedures.
  3. Coordinate and facilitate timely reporting of fleet activities (fuel usage, mileage and maintenance) and incidents/eventualities like accidents and breakdowns for the main office fleet.
  4. Secure that all NRC vehicles are equipped with necessary documents, equipment, fuel cards and coordinating with the car rental and fuel suppliers.
  5. Work with the Logistics Coordinator to optimise effectiveness the NRC Lebanon fleet in terms of safety and cost.
  6. Ensure that private use of vehicles by expats is monitored, payment sheet is prepared monthly, and payment is settled.
  7. Compile the monthly fleet data with the logistics coordinator.

Warehousing

  1. Ensure proper filing and archiving for all related warehousing documents.
  2. Liaise and coordinate with the procurement department regarding delivery of supplies.
  3. Complete the goods received note’s when receiving the items and make sure the signatures are properly in place and share with the procurement team when finalized.
  4. Dispatch stock by following NRC procedures.
  5. Make sure the warehouse is in good condition and well organized.

Critical interfaces

  • Daily interaction and coordination with NRC staff & drivers for a well-organized movement plans.
  • Coordination with the NRC Fleet staff in the field offices to support and coordinate trips when needed.
  • Work with the NRC Lebanon security department to explore and implement routines to better track the whereabouts at any one time of NRC vehicles.
  • Daily interaction and coordination with the Logistics Coordinator and assets responsible in the field offices for issuing new assets transfers, updating assets records and follow up on relevant signatures/documents.

Competencies

Professional competencies

  •               Minimum 1-2 years of experience from working with transport/vehicle management and asset management preferably in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Good English language level – written and spoken.
