Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
WE WORK IN LEBANON AGAINST COVID-19
- Focusing on Syrian refugee population and Lebanese host communities,
- mobilization committees,
- isolation centers,
- municipalities and service providers.
- Conducting training for health personnel.
- Distributing disinfection and dignity kits.
- Installing latrines for people with specific needs in Aarsal.
- Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks.
The Accounting Officer will be responsible:
To ensure the proper management of the accountancy for the base, the monthly accountancy closing, the respect of ACF Procurement and Commitment of expenditure procedures and will respond to additional tasks or changes as identified by the Base Finance Manager.
Objective 1: To ensure the appropriate registrations for all the transactions related to the Base (80%)
- Record all types of transactions (e.g.: supplier’s payment, VSAL, advances, internal transfers) in the accounting system according to ACF standard analytical accounting rules.
- Ensure the correct allocation of all expenses as per the procurement requests and cost coverage plan.
- Ensure accuracy and veracity of the information registered.
- Ensure that all entries are properly registered using the correct accounting codes.
- Proceed with the verification of all accounting codes ensuring the follow-up of all pending transactions (advances to be returned, opened accounts).
- Ensure that the matching for transactions (class 4 / class 5) are done monthly and prepare the proper registration for matching.
- Revise the bank and cash register with the finance officer in a weekly basis to ensure that it matches the cash and bank books.
- Meet monthly deadlines for closing the accountancy. Ensure accuracy and timeliness of inputting to meet monthly deadlines.
- Analyze and correct the accountancy according to line manager and mission accountant feedback.
- Perform any other financial and accountancy support tasks as requested by the line manager.
Objective 2: To support in the appropriate digital and physical archiving of all supporting documents (10%)
- Do the digital and physical archiving according to ACF’s archiving policy in a monthly basis as part of the monthly financial and accountancy closing with the support of the finance officer.
- Do the scanning of VAT and NRT invoices in monthly basis and make sure they are uploaded in the proper folders with the support of the finance officer.
- Report to the Base Administrator any missing or incomplete documents.
- Support in the preparation of internal and external audits: preparing and organize correct supporting documents.
Objective 3: Security (5%)
- Respond to emergency request when needed.
- Respect the security rules specified in the mission and base security plan.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
- Keep the confidentiality and security of all ACF’s records and information gathered in the course of employment with ACF.
Objective 4: Support all humanitarian activities of ACF (5%)
- Support the emergency interventions of ACF, as per the employee’s competences.
- Support any activity that helps reaching ACF’s humanitarian goals, as per the employee’s abilities.
- Promote gender equality within the humanitarian and/or development work. Help reaching ACF’s humanitarian goals, as per the employee’s abilities.
Requirements:
- Accountant diploma or related and professional experience
- Professionalism – good organization and planning – sense of confidentiality – excellent computer skills, wiling to learn – flexibility to acceptance challenges – working under pressure and attention for details
- At least 2 years of experience in administration or Finance, including 1 years’ experience in accounting, preferably in an NGO Setting.
- Fluency in English and Arabic, French an asset
- Windows domain, Microsoft Office, Compulsory expertise in Excel, ERP, double entry accounting systems
