Job Profile

The Project Manager will manage the delivery of the Cascading Change pilot project, implemented by a consortium of two INGOs and one NGO. This pilot project is contributing to the delivery of the consortium partners’ strategies to participate in the delivery of life-saving aid to the most vulnerable Syrian populations, which this project will do directly by supporting community-based organizations (CBOs) whose activities provide, among other things, the vital needs of the population in terms of water, hygiene and sanitation.

The Project Manager will accompany the proper implementation of the activities planned within its framework in accordance with humanitarian principles and in a spirit of innovation, inclusion, horizontality, reciprocity, accountability, and learning.

The Project Manager will work closely with the three consortium members and will coordinate the operational implementation of the project in close coordination with consortium members’ focal points and will provide operational guidance and oversite to the consortium members’ response, ensuring donor compliance and appropriate, effective and high-quality programs in accordance with partners' policies and procedures. The Project Manager will work closely with the project focal points from the consortium members’ organizations and report to the Steering Committee, composed of consortium members’ management staff.

Job scope

Key components of the role include:

  • To coordinate the operational implementation of the project in close coordination with consortium members’ focal points;
  • To provide operational guidance and oversite to the Cascading Change project;
  • To ensure that the project pursues its objectives, in compliance with the requirements of its logical framework, its timetable, and budget;
  • To manage the project budget and ensure compliance in respect of donors’ requirements and proper allocation of the project's financial resources, in particular through close and continuous monitoring of the budget expenditure and the implementation of a due diligence system;
  • To ensure that the project is delivered to the highest possible standards and that the project and consortium members are accountable to the donors and the targeted communities;
  • To contribute to the strategic thinking that accompanies the project throughout its implementation, in close coordination with the Steering Committee and the Project Focal Points;
  • To report on the progress of the project to the Steering Committee, after coordinating with relevant consortium members’ focal points, and provide regular information about any challenges that the project may encounter during its implementation;
  • To support the process of learning and capitalizing on the lessons learned and good practices of the project in order to strengthen the model proposed by the project;
  • To be the focal point between the Steering Committee and other project teams;
  • To represent the consortium with national and international fora and other humanitarian actors, as required, and support the identification of potential donors interested in the model and methodology of the project that could fund the project after the pilot phase;
  • To participate in the preparation and dissemination of the key advocacy messages of the project, including around localization of humanitarian aid.

Accountability

The Project Manager is recruited by Basmeh & Zeitooneh but will be seconded to an INGO (which is a member of the consortium within this project) for the whole period of the project implementation.

The post holder is line-managed by the Program Manager. The role does not have line management responsibilities.

Key Responsibilities

Manage and coordinate the implementation of the Cascading Change project (80 %)

  • Support the preliminary implementation phase of the project, including developing and finalizing key project documents.
  • Organise start-up, close out and learning workshops with relevant staff from the consortium members’ team.
  • Develop with consortium members and ensure implementation of a Do No Harm strategy integrating the following cross-cutting elements: gender, protection of the most vulnerable, protection of the environment, promotion of the resilience of beneficiary communities, respect for humanitarian principles, participatory and horizontal nature of the project's decision-making processes, beneficiary accountability, coordination with the authorities and other actors in the sector, including SADI (Safety, Access, Dignity, and Inclusion).
  • Develop an advocacy plan for this project, with support from the Head of Humanitarian Policy and consortium members
  • Work with consortium members to develop an M&E framework for the project, using this information to support decision-making and promote learning.
  • Work with partners on monitoring the impact of program work and contribute to the planning of an internal evaluation and commissioning of third-party monitoring as a relevant and external audit for the project.
  • Document good practices and lessons learned identified during the implementation of the project and contribute to its dissemination as per plans developed with consortium members.
  • Ensure all key documents are up-to-date and accurate
  • Provide operational guidance to the Cascading Change Project and ensure appropriate, effective and high-quality projects in accordance with relevant policies and procedures.
  • Ensure that the implementation of the project meets all the donors’ compliance requirements and ensure timely submission of quality reports to the donor, working in close collaboration with the Humanitarian Funding Officer.
  • Ensure that the implementation of the project meets all consortium requirements.
  • Support the implementation and maintenance of systems and procedures for ensuring good practice and meeting sectoral standards on accountability, protection and program quality, including the Core Humanitarian Standards, the Humanitarian Charter and Red Cross Code of Conduct and SPHERE standards.
  • Work with relevant colleagues in coordinating and providing technical support to partners as required by the project.
  • Support appropriate opportunities to develop the capacity of national partner organizations involved in the project, and to promote the sustainability of their emergency and humanitarian response work.
  • Manage the project in accordance with Programme Cycle Management processes, including following up on reporting, auditing and other compliance issues.

Resource management (10%)

  • Develop and implement an accountability and financial transparency strategy to ensure the proper allocation of project resources.
  • Manage the project budget and cash flow, monitoring income and expenditure.
  • Ensure accurate and timely financial reporting on program work to the donors.
  • Ensure the project complies with consortium members’ financial management standards, including managing financial risks and any issues that may arise.

Representation and Communications (10 %)

  • Represent the consortium externally in relationships with other networks engaged in humanitarian response work in the region.
  • Lead wider cross-organizational initiatives relating to the project, such as media and communications work or advocacy.
  • Lead the development of and facilitate supporter communications and work with the media, related to the project activities.

Safeguarding for Children and Vulnerable Adults 

The consortium recognizes the personal dignity and rights of children and vulnerable adults, towards whom it has a special responsibility and a duty of care and respect.  The consortium, and all its staff and volunteers, undertake to do all in our power to create a safe environment for children, young people and vulnerable adults and to prevent their physical, sexual or emotional abuse.  The consortium is committed to acting at all times in the best interests of children and vulnerable adults, seeing these interests as paramount.  Any candidate offered a job with the consortium will be expected to adhere to the employer’s Safeguarding policy and sign the employer’s Code of Behaviour as an appendix to their contract of employment and agree to conduct themselves in accordance with the provisions of these documents. This post involves contact with children, young people and vulnerable adults, or has responsibility for people who will do, and applicants will be subject to specific checks related to safeguarding issues.  If based in the UK the post holder is required to present or obtain a Disclosure from the DBS (Disclosure & Barring Service).  If the post is based outside the UK the post holder will be subject to a different checking process.

Person Specification

Essential criteria

  • At least 3 years’ experience in coordinating or managing humanitarian and/or development projects is required.
  • Demonstrated interest and understanding in issues related to the localization of humanitarian aid and innovative learning approaches.
  • Ability to work autonomously, good organization skills and proactivity.
  • Ability to manage several priorities at once.
  • Diplomatic spirit, ability to cooperate with different types of actors in a spirit of transparency and horizontality.
  • Fluency in Levantine Arabic and English

Job-specific competencies

  • MEAL experience, including learning and capitalization processes.
  • Proven experience in project reporting (narrative and financial).
  • Experience in facilitating networks and/or multi-stakeholder implementation frameworks.
  • Understanding and experience of approaches to ensure accountability in humanitarian work (e.g., Core Humanitarian Standards, SPHERE, the Humanitarian Charter and Red Cross and Red Crescent Code of Conduct and IHL instruments and Monitoring and Evaluation).
  • Proven ability in the financial management of a large budget.
  • Proven ability to respect donor compliance and manage compliance issues while implementing through a partner.
  • Experience of delivering programs through partners and developing the capacity of partners.
