Consultant Scope of Work – Enumerator

Period of Performance: March 1st, 2023, until August 31st, 2023

Level of Effort: The number of days to be worked and the number of surveys to be provided/tasks to be conducted will be based on the different data collection or cleaning activities needed and will be communicated to the enumerator as applicable when the activities are due.

Background: IMC MEAL Team conducts surveys for various data collection activities for different grants as required, and cross-checks and verifies data for cleanliness and accuracy.

Purpose: The purpose of this scope of work is to support the procurement of the services of the enumerator to collect and cross-check or clean data as needed during the duration of the consultancy.

Task Description: Consultant will serve as the enumerator for project’s activity in Lebanon.

Specifically, Consultant will complete the following tasks:

  • Attend a training explaining the survey to be conducted, the context of the survey and the data collection period and process.
  • Conduct surveys and collect data according to the survey design and sampling plan.
  • Ensure that the number of respondents surveyed is correctly captured and reported.
  • Ensure that any surveys, whether completed or attempted are correctly and clearly reflected on the appropriate database or spreadsheet.
  • Report certain situations that may arise directly to the Supervisor.
  • Respect the confidentiality of the information shared by respondents.
  • Verify the accuracy and completeness of collected data.
  • Participate in field visits and collect data according to the established methodology.
  • Cross-check and clean and verify data for accuracy.
  • Respect the time required for data collection.
  • Other tasks required in the period of consultancy.

Qualifications:

  • Minimum of a high school or technical diploma.
  • Experience in the field of surveys.
  • Knowledge of humanitarian principles.
  • Ability to establish a good and respectful relationship with persons and families to ensure the quality of interviews.
  • High attention to detail
  • Experience conducting surveys and collecting data.
  • Proficiency in data entry using spreadsheets and data collection tools (e.g., Kobo Toolbox, ODK).
  • Fluency in Arabic, with good command of English and familiarity with the local culture and context.
  • Ability to work under pressure, independently, and with limited supervision.
  • Ability to input data on Android smartphones.
  • Good level of numeracy.
  • Excellent interpersonal and diplomatic skills in client/beneficiary-facing situations, and respect for individuals from all nationalities, with a high level of cultural sensitivity.
  • Initiative, flexibility, and willingness to learn.
  • Patience, good personal organization, good communication skills, and the ability to work in teams with seriousness, rigor, and personal accountability.
  • Respect for the importance of confidentiality.
  • Fluent in Arabic and good command of English.
  • The Consultant needs to have an MoF number he/she will have to provide

Deliverables/Due Dates/Payment Schedule:

Data collection using IMC tablets for different projects, or data cross checking and verification (The number of days to be worked and the number of surveys to be provided/tasks to be conducted will be based on the different data collection or cleaning activities needed and will be communicated to the enumerator as applicable when the activities are due)./ Due Date-TBD – If needed an annex will be added to this SoW to determine the due date/ Payment-30$ for a full day’s work

Fixed Price Fee: A Fixed Fee of 30 $ per day will be given to the enumerator after a full day’s work as listed in the Deliverables/Due Dates/Payment Schedule.

Location of Work: Enumerators will have to conduct surveys remotely (through phone surveys) and/or on the field, and to cross-check data for accuracy either remotely or from the Beirut office.

Total Maximum Compensation (fixed or level of effort fees plus expenses): Depending on data collection activity.

– Please note, for Lebanon-based roles, we are only able to accept applications from candidates who are eligible to work in Lebanon. Since the position is a national role, we are unable to progress applications that would require sponsorship
