ROLE PURPOSE

The MERL Officer will be responsible to implement a functional M&E system at project level in response to emergencies. She/he will work closely with partners and will support the Emergency Response Manager and the programme teams with technical oversight and direction from the Senior MERL Coordinator on all monitoring and evaluation needs across implementing areas. The MERL Officer will support the provision of programmes staff at Plan and partner organisations with the information and training to capture monitoring metrics regularly and efficiently.

DIMENSIONS OF THE ROLE

Working under the direct supervision of the Emergency Response Manager with a dotted line to the Senior MERL Coordinator, the MERL Officer is expected to contribute to the quality assurance of emergency projects. She/he will work closely with the partners’ Monitoring and Evaluation teams to ensure that projects data are being collected, entered and analysed. The MERL officer will liaise with all relevant team members to ensure coherent and comprehensive projects implementation, and share lessons learned.

ACCOUNTABILITIES

Programme Monitoring, Evaluation and Reporting

    Setting coordination process across the emergency operation: M&E meetings, developing processes, and standardizing tools
    Develop M&E plans, Indicator tracking tables and relevant tools with the support of the Senior MERL Coordinator.
    Follow up and implement field level tasks for monitoring project activities in close coordination with project focal points as relevant (planning field data collection, training enumerators, data cleaning, facilitation of FGDs, ensuring quality of data collection, data analysis and report writing etc.)
    Support partners to plan and implement project-level assessments and M&E activities: field data collection using quantitative and qualitative tools.
    Undertake regular field visits to projects sites to support/monitor the implementation of the activities and M&E framework.
    Manage Post-distribution and Post-Action Monitoring activities (PDMs/PAMs) and ensure close follow-up with project teams on the timeline and sampling.
    Analyse PDMs and PAMs data and draft reports.
    Co-author project reports and produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfil internal and external reporting requirements and advocacy purposes.
    Ensure regular follow-ups with Projects Focal Points on databases and Plan International Global system, and making sure they are updated on regular basis (monthly and/or daily).
    Record, manage and preserve monitoring and evaluation data in a safe and accessible way.
    Ensure all monitoring reports have been filled in a timely manner and shared with Emergency Response Manager and Senior MERL Coordinator and all relevant functions.

Accountability & Feedback Mechanisms

    Support partners to adapt and implement age- and gender- appropriate feedback and complaints mechanisms as per Plan International standards and in consultation with communities.
    Follow up on the data collected by partners through feedback channels throughout the project implementation.
    Follow-up with participants providing negative feedback and complaints through the PDMs

Capacity building and Learning

    Ensure regular follow-up with partners on tools and data, and provide technical support and guidance as needed.
    Assist in setting capacity building plans and training for partners and project staff in monitoring and evaluation
    Support Emergency Response Manager and Senior MERL Coordinator in planning and co-facilitate lessons learnt sessions for the project as needed.
    Attend internal and external training, workshops, events, etc.

Undertake any other duties as directed by the Emergency Response Manager.

Other Responsibilities:

Success Metrics: No violations of the corporate standards and policies.
1.    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
2.    Complies with corporate policies and standards: Safeguarding Children and Young People Policy, IT Policy, Anti –Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, Whistle Blowing, HR Policies and Procedures.
3.    Ensures commitment to Plan’s position on promoting girls’ rights and gender equality, and integrating this into all aspects of work.

KNOWLEDGE, SKILLS, AND BEHAVIOURS 

Demonstrable knowledge and understanding of:
    Projects monitoring and evaluation
    The emergency and socio-economic context in Lebanon and the region
    Different types of programming such as Emergency Response, Basic Assistance, Child Protection, GBV/SRHR, Education and Livelihoods
    Digital data collection and coding

Qualifications and Experience
    Degree in Statistics, Economics, Development studies, Public Health, Social Studies or any related field
    Minimum 2 years of relevant experience in in design and implementation of M&E systems; including qualitative and quantitative approaches
    Experience working in the humanitarian or development sector, experience in an emergency context is required
    Experience in field data collection and data management
    Knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them
    Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred;
    Experience working on projects in partnership with international, national and local NGOs
    Evidence of, and commitment to, on-going personal and professional development
    Willingness to travel, as per project requirements

Skills
    Excellent knowledge of Arabic and English is mandatory
    Monitoring and Evaluation techniques and processes
    Excellent skills in data collection and management
    Excellent analytical and research skills
    Excellent computer knowledge with command of MS Office and statistical packages (Excel, SPSS, Epi Info etc.)
    Excellent ability to write reports, briefing papers and research in English
    Good facilitation skills and ability to deliver briefings and trainings
    Good interpersonal skills with a demonstrated ability to liaise and coordinate with teams from different sector
    Flexible work attitude and ability to work independently within a small team
    Ability to effectively communicate with a diverse and cross-cultural audience.
