ABOUT THE JOB
General objective:
The Accountability Manager serves as the technical lead for development and management of accountability structures and systems for the Lebanon mission at SI.
They are responsible for ensuring fully embedded practical and effective mechanisms for accountability to affected populations (AAP) within the country program, via capacity building of staff and partners, and ensuring accountability is built into all stages of implementation. They will also serve as the lead in ensuring AAP for all programming, collaborating with the MEAL Coordinator and IM department on framework development and the integration of innovative IM technologies into the framework.
The main challenges:
- Able to liaise with different departments bilaterally and multilaterally at their level of involvement
- Setting up of Mission and Programme accountability to affected populations (AAP) plans and guidelines
- Promote organizational capacity building on AAP, FCRM and referrals
Priorities for the 2/3 first months:
- Review existing FRCM and referral frameworks MEAL plans and conduct data quality assessment
- Collaborate with MEAL coordinator on developing mission AAP
- Ensure proper implementation of FCRM and referrals SOP, and dissemination of results on regular basis
Responsibilities and main activities:
Project management
- Ensure effective implementation of projects focused on AAP, including project design and development, project implementation and monitoring, project communication and reporting, budget and HR management – if relevant
- Develop and implement capitalization plan to disseminate best practices, lessons learned and project evaluations with SI team and external stakeholders
- Conduct studies and evaluations on SI AAP mechanism, among others on digital innovation in AAP
- Liaise with inter-agency and inter-sector working groups, to disseminate SI best practices on AAP and to promote the adoption of digital innovation among the NGO community
Accountability to Affected Populations (AAP) Systems and Procedures:
- Collaborate with MEAL Coordinator in developing AAP framework structure for SI Lebanon mission;
- Develop benchmarks/indicators to monitor AAP across programmes
- Provide extensive capacity building for staff and partners on concept of accountability
- Ensure accountability plans are developed and well coordinated with project staff.
- Coordinate, consolidate, document and report lessons learned and best practices to produce learning documents and guidance notes on AAP
- Collaborate with Information Management (IM) department on the integration of innovative technologies in AAP processes (centralized information management system – WhatsApp Bot for information sharing, collecting complaints and referrals, etc.)
Feedback & Complaint Response Mechanism (FCRM) and Referrals:
- In collaboration with SI MEAL Coordinator regularly evaluate SI Mission FCRM (functionality, effectiveness) and elaborate action plans to improve it
- Strengthen FCRM and referrals mechanism, where appropriate, for the SI Lebanon mission;
- Provide technical support and capacity building to programme teams on implementation of FCRM and conducting referrals, including review of all existing FCRM and referral processes
- Liaise with base focal points on the effective dissemination of the FCRM and referral processes to all new joiners, and lead on their dissemination at coordination office
- Ensure complaints and referral are correctly and timely lodged into their respective database and beneficiaries are communicated with in a dignified manner regarding their complaints/feedback and referrals
- Support MEAL Coordinators/Accountability focal points conduct quarterly survey for Feedback & Complaints Satisfaction Assessment
- Provide FCRM and referrals Report on a monthly basis to Head of MEAL for dissemination
- Collaborate with IM department on the development and maintenance of FCRM and Referral dashboards using PowerBI
- Collaborate with IM department on the design and content of Referral and Complaint forms on the WhatsApp Bot
- Collaborate with IM department to suggest features and improvement of SI’s internal Referral Management system
- Follow-up with officers to ensure verification of complaints registered & ensure the timely resolution of the complaints & completion of FCRM database
- Ensure referrals are conducted in a timely manner to the appropriate department internally, and/or to the appropriate external service provider
- Contribute to service mapping exercises and support bases in conducting it, ensuring appropriate referral to external service providers
Protection Mainstreaming & PSEA:
- Work with programme staff to integrate PSEA into all activities so as to prevent (or address) a situation where affected populations may be put at risk of harm, abuse or exploitation due to the way the project/programme is designed or implemented
- In collaboration with Conformity & Risk Coordinator, ensure and arrange for ongoing capacity building of staff on safe identification and referral of PSEA allegations , through formal training, discussion of case studies, refresher sessions, etc.
- Work with MEAL staff to ensure that M&E activities are incorporating PSEA in all methodologies and activities
Contribute to Partner Capacity Development
- Support in the identification and selection of relevant partners willing to integrate innovative technologies in their AAP systems and procedures
- Coordinate with selected partners to organize capacity building events on using innovative technologies in AAP
- Support IM and MEAL departments in preparation and delivery of capacity building modules on the use of innovative technologies in AAP
- During partners’ mapping exercises (outside of AAP dedicated projects), support MEAL Coordinator in assessing AAP/FCRM components of considered partners and proposed, if relevant, action plans to improve them in the frame of a future partnership
Human Resources Management
- Participate in technically validating job descriptions and recruitment process for accountability affiliated staff
- Welcome and brief new employees or volunteers with a functional relationship with them
- Implement training related to AAP requirements and the identified training needs
- Conduct workshops and regular or ad hoc meetings
- Evaluate and assess technically for accountability, the performances of his/her team members

YOUR PROFILE
Specific skills and experience:
- 3 years of experience in developing and implementing complaint/accountability frameworks and/or general MEAL background – required
- Solid experience in at least one of the following sectors: Education, Communication with communities and outreach, Protection – required
- Good analytical skills and knowledge of quantitative, qualitative and participatory research methodologies, analysis and reporting – required
- Experience of, and commitment to, working through systems of community participation and accountability – required
- Very good writing and reporting skills – required
- A strong understanding of the Lebanon context – required
- Strong understanding and experience in the Core Humanitarian Standards – required
- Background in social sciences, international development or other relevant field – preferred
- Demonstrated experience in developing and implementing evidence-based community engagement strategies in humanitarian contexts – preferred
- Proven information management and data skills in the areas of mobile data collection, data visualization, including mapping and M&E – preferred
Soft skills:
- Ability to coordinate with several departments and stakeholders
- Highly developed interpersonal and communication skills

A salaried post: 2300 USD as a basic salary
