 Project Description:

 

The project will be carried out in Qasr, Charbine and Chawaghir and foresees the achievement of the following results in a total period of 12 months:

R1. Available income for the most vulnerable Lebanese and refugee population residing in the area covered by these 3 municipalities of north Beqaa has increased

R2. Access to public services for the Lebanese and refugee population residing in the areas covered by these 3 municipalities in the north of the Beqaa Valley has improved.

 

Functions:

The selected outreach officer will be responsible for identifying the most vulnerable people to be involved in the project, and perform the functions of awareness raising among the local community within the co-funded project of the Italian Agency for Development Cooperation (AICS), which aims to help mitigate the humanitarian and social consequences of the economic crisis on the most vulnerable groups by improving their access to income and public services.

 

Duties and Responsibilities:

In coordination with the local project coordinator and the project staff:

  • Identify the most vulnerable (Lebanese and Syrian) families at the municipalities of Qasr, Charbine and Chawaghir, in coordination with the SDC/MoSA and international actors in the region;
  • Create and maintain a database of the most vulnerable households in the area of intervention;
  • Activation of the referral, welfare and protection system for particularly vulnerable cases, using coordination with international actors in the area;
  • Actively assist the project staff in the selection of beneficiaries participating in the Rapid Employment Initiative;
  • Check the identity of the beneficiaries at every change of the work shift;
  • Explain the activities and objectives of the initiative to the beneficiaries and members of the local community through the organization of informative sessions during the selection process;
  • Perform the activities planned as part of the environmental awareness campaign and the appropriation of results and the information campaign on COVID-19 involving local youth groups;
  • Prepare detailed monthly planning on the activities;
  • Prepare periodic narrative reports on the social and protection conditions of beneficiaries;
  • Supervise the management of the database of the most vulnerable families in the intervention area.

 

 

      Qualification and Experience:

  •  Degree in social sciences or related disciplines;
  •  Minimum 2 years of experience;
  •  Excellent capacity to relate with beneficiaries involved and knowledge of the   referral system and the protection services provided in the area of intervention
  •  Arabic mother tongue and good knowledge of English (spoken and written)
  •  Experience in the execution of livelihoods projects (is an assets)
  •  Knowledge of the geographical area of intervention (is an assets)

 

     Skills

  • Good computer skills, in particular in the use of Word, Excel, PowerPoint programs;
  •  Aptitude for teamwork and good relationship skills with partners, beneficiaries, donors, local institutions;
  • Knowledge of the PCM and the principles of humanitarian aid.
  •  Sharing of ARCS mission and values.
