TEAM PURPOSE: The Cash Monitoring Evaluation Accountability and Learning Organisational Network (CAMEALEON) is a research initiative in support of social assistance for vulnerable Syrian refugees and poor Lebanese. Established in December 2017, CAMEALEON is a consortium of three international NGOs, namely the Norwegian Refugee Council (NRC), Oxfam and Solidarites International (SI). CAMEALEON aims to strengthen the social assistance for extremely vulnerable Syrian refugees and poor Lebanese by conducting research, generating evidence and contributing to learning on cash programming in Lebanon and globally. CAMEALEON adopts a soft approach based on advocacy to inform and influence policy-making with research and evidence. It offers the safe space for implementing agencies to reflect on and learn from evidence. CAMEALEON is accountable to Steering Committee, which includes the EU and the Country Directors of the member agencies. CAMEALEON has a strong focus on accountability to affected population and has the ambition to raise the voices of the programme participants.
CAMEALEON’s work is articulated in three pillars. Under pillar 1, CAMEALEON aims to generate evidence related to the effectiveness of cash and voucher assistance in Lebanon. CAMEALEON will conduct a large-scale comparative assessment of the effectiveness and coverage of different CVA packages. Under pillar 2, CAMEALEON aims to generate evidence related to the systems for accountability to affected populations (AAP) of social assistance programmes. CAMEALEON will conduct three studies related to: inclusion of disability into social assistance programmes, the impact of rumours related to cash assistance on social cohesion between the refugee and host communities and the AAP systems of social protection schemes for Lebanese. Under pillar 3, CAMEALEON aims to contribute to knowledge-sharing and learning related to large-scale CVA programmes in Lebanon and globally. CAMEALEON will produce a learning brief on the links between humanitarian CVA and social protection systems and disseminate the learning and evidence generated in the first two pillars by organizing learning events, producing multi-media materials (such as podcasts and video infographics) and participating in external fora, such as the CaLP Community of Practice.
JOB PURPOSE: Social Protection Policy Advisor will closely work with the CAMEALEON and OiL Team. The role sits at the interface between research and advocacy. He/She is responsible for pillar 3 of CAMEALEON activities related to knowledge-sharing and learning activities in Lebanon and internationally. He/She will use CAMEALEON research and evidence to inform an advocacy plan to influence universal, rights-based, inclusive, integrated social protection systems for poor Lebanese and vulnerable refugees in Lebanon.
The post-holder is expected to work closely with the OiL Team towards common objectives and to contribute to policy, advocacy and influencing work.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
KEY RESPONSIBILITIES:
- Lead on the CAMEALEON advocacy strategy by producing actionable recommendations to influence social protection systems in Lebanon
- Work with team to support the CAMEALEON research activities, including developing research terms of reference and draft reports, and identify how area-specific research and program evidence can be used for change on a local and national levels
- Disseminate CAMEALEON research findings in conferences, seminars, events and online platforms
- Lead on the production of multi-media learning material (video infographics, podcasts); lead the review of CAMEALEON website in line with the new mandate
- Draft regular and ad-hoc policy briefs/learning briefs related to CAMEALEON research
- Produce analysis and policy products as required, such as regular protection analysis snapshots, briefing papers on protection to promote Oxfam’s influencing agenda, with local to national government, with national civil society and humanitarian organisations and donors and embassies
- Participate in policy and advocacy initiatives with external agencies
- In collaboration with relevant programme staff and management, develop working relations with key stakeholders across local authorities, central authorities and civil society to influence agenda setting and humanitarian policy and practice
- Ensure that all work addresses the challenges of gender justice.
