Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

The FSL Field and Nutrition Field Supervisor will be responsible for:

The Field Food Security Livelihoods -Nutrition Field Supervisor will work directly with refugee and Lebanese communities and be responsible for the daily implementation of the activities of the ACF FSL & Nutrition departments in Beqaa area. The Supervisor will be contribute to the development of project workplans and priorities and oversee their day-to-day implementation to promote improved food security and nutrition among vulnerable community members, particularly pregnant women and children under-two and their careers.  The Supervisor will follow and support the  daily activities of the Nutrition and Agriculture Field Officers and will work in close relationship with the monitoring and evaluation supervisor, the monitoring and evaluation officers and other ACF field staff to ensure a good quality and effective project. The position requires extensive field work and movement in the Bekaa. S/He is expected to be resistant to stress, as s/he will be working in versatile environment.

Objective 1: To ensure timely and quality implementation of Food Security (Fresh Food Vouchers) activities (25%)

  • Support the Program Manager (DPM) in the design of the beneficiary and vendor selection process
  • Supervise the field officers in the beneficiary assessment process on  daily basis and to actively support the process.
  • Supervise the field officers in the monitoring, follow up, and on spot checks to the contracted vendors.
  • Supervise the collection of documents related to the transactions conducted by the vendors, and to follow up on the payments
  • Supervise the field officers in conducting the activities (registrations, distributions, briefings, set up, maintenance, monitoring, reporting, etc.)
  • Organize the distribution of e-cards: receiving the e-cards, preparing lists, identifying distribution centres, informing beneficiaries.

Objective 2: To ensure timely implementation and follow up of nutrition activities (behavior change sessions with women and students linked to school gardens) (25%)

  • Identify locations for nutrition behaviour change group sessions with pregnant women and mothers of children under-two who are receiving the fresh food vouchers
  • Finalise, with the Nutrition Field Officer, the curriculum and schedule for the nutrition group sessions.
  • Ensure the smooth and effective delivery of the nutrition group sessions and follow up with individual cases requiring extra support.
  • Prepare the nutrition curriculum for students, linking the session with the schools garden activities

Objective 3:  To ensure timely implementation and follow up of livelihoods activities (school gardens and agriculture cooperatives).(25%)

  • Organize community meetings, focus group discussions and assessments to identify the needs of the host and refugee populations upon the request of DPM
  • Supervise the implementation of gardening activities, including the preparation of work plans, request for material, follow up on material delivery, identification of service providers, construction, follow up, organizing and implementing different functions  within the gardens,
  • Supervise the planning and execution of activities with Agriculture Cooperatives, as instructed by
  • the DPM.
  • Provide the DPM with technical input in the design of other FSL related trainings and actively engage in their implementation
  • Support the DPM in the planning of livelihoods program items
  • Supervise the field officers in implementation of the distribution plans and to actively engage in the process

Objective 4: Coordination, monitoring, evaluation, accountability and learning (15%)

  • Ensure good understanding of project objectives by filed officers
  • Support the MEAL team in collecting essential programme data on a regular basis, including baseline and endline surveys.
  • Provide verbal and written reports on the activities to the DPM on the agreed frequency
  • Provide verbal and written reports on the activities to the DPM on the agreed frequency. Collect weekly reports from staff, Report progress of the work, HR issues, security concerns and other identified food security and livelihoods issues to the DPM, and support the DPM  in monthly reports
  • Identify training needs for the project staff and report to the DPM. Train field officers together with the  DPM  for better implementation of project activities
  • Represent the DPM on daily encounters with other program stakeholders
  • Promote inclusion, protection of vulnerable individuals and gender equality in everything you do.

Objective 5:  Security and supporting other humanitarian activities of ACF upon the request of the DPM.(10%)

  • Respect the security rules specified in the mission and base security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or develoDPMent work

Requirements:

Training/ Education:

BS in Agricultural or Nutritional Sciences

Technical specific knowledge:

Nutrition, crop production, cooperative functions

Previous experience:

2 years’ experience in humanitarian and development organizations. Experience in nutrition programming (particularly promotion of infant and young child feeding) and/or crop production and/or livelihoods programs, especially Cash Based Interventions, is essential.

Personal requirements:

Good team leadership, good listener, high communication skills, context analysis, flexibility and problem resolution

Languages:

Arabic and English are compulsory

IT and specific systems:

Good skills in Microsoft Word, Excel, Outlook (Power Point desirable)
