Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 42036 (USD) yearly.

Introduction

Lebanon continues to face a serious and increasingly challenging employment and labour market situation. The multiple crisis endured by Lebanon have worsened already fragile socio-economic conditions, resulting in heightened levels of vulnerability, poverty and informality and social tensions. This disproportionately affects marginalized groups including refugees but also increasingly the host communities.

The country has weak labour market institutions, coupled with a deficient demand for labour and low levels of job creation, particularly in high productivity/ high value‐added sectors. This has long contributed to weak employment outcomes in Lebanon, including high rates of unemployment, especially among youth and women, low employment‐to‐population ratios and high levels of informality. Other structural challenges, such as skills mismatch, and a highly deficient social protection system that does not facilitate the transition from social assistance to decent employment opportunities have also hindered progress towards full and productive employment in the country, with the skills provided by training and education institutions not adequately and fully responding to the labour market needs. Refugees and host communities have become increasingly subject to poor living and working conditions, requiring further support through urgent and well‐targeted measures.

To address these challenges, the European Commission supported “Improving living conditions and resilience of refugees displaced by the Syrian crisis and vulnerable hosting communities in Lebanon” project that starts in January 2023 and will continue till 31st December,2025. The project aims at providing alternative livelihoods to selected Syrian refugees and host communities, particularly women.

This will be done through employment-related services and skills training for enhanced employability, as well as through short-term employment in local employment intensive infrastructure programmes (EIIP). A further track will be through entrepreneurship development for self-employment.

Reporting lines:

The incumbent of the position will carry out full-time tasks under the direct supervision and guidance of the EU resilience project Chief Technical Advisor and will work closely with all other members of the team.

Description of Duties

Project

1. Serves as focal point for administrative/programs coordination of project implementation, involving liaison with Field Offices and at HQ to initiate requests, obtain necessary clearances, process and follow-up on administrative actions.

2. Provide general Office/Project assistance, handles routine administrative tasks, advice and guidance to staff with regard to administrative procedures, processes and practices including support to project-related missions and activities, preparing budgets, coordinating travel and lodging of officials and participants, recruitment and payment of resources persons, and taking notes at meetings/seminars.

3. Prepare background information, working papers and tables for briefing and review sessions by collecting data and relevant information on development and/or subject matter activities of the area or region. Clear outgoing documents for conformity with established procedures and accuracy of statements before being signed by the supervisor.

4. Compiles, summarizes, and enters data on project delivery and record/register/control plans on the status of projects at each project cycle and programming activities for monitoring and evaluation purposes.

5. Draft non-substantive correspondence on projects and programme activities and reports related to project activities in accordance with the requirements of the Office and the UN and the country of the duty station.

6. Arrange internal and external meetings and appointments for in-coming missions, including high-ranking officials. Take notes and/or minutes at meetings.

Finance:

1. Assist the supervisor in monitoring and maintaining a central filing system for all financial records ensuring the completeness and accuracy of records in the correct database.

2. Classify and assign budget codes, verify and process payment claims, vouchers and invoices. Prepare payment vouchers ensuring the accuracy and documentation of all financial transactions.

3. Advise, respond, make arrangements and solve problems for the procurement, shipment and receipt of project supplies and equipment, including customs clearance. Issue shipping instructions to forwarding agents and suppliers, check shipping documentation, and determine and prepare insurance coverage. Prepare notification of dispatch and verify invoices.

4. Carry out all operations required for authorizing and effectuating expenditures under project budget which includes making calculations, requesting funds, checking supporting justifying documents and making payments.

5. Perform any other duties assigned by the supervisor.

Required qualifications

Education

Completion of secondary school education.

Diploma in economy/business administration or other related discipline is an advantage.

Experience

At least five years of relevant work experience. Similar experience with the United National Common System or an International Organisation is an advantage.

Languages

Excellent knowledge of English and good knowledge of Arabic.

Competencies

  • Good ability to interpret project information and to identify and analyse problems with implementation.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
  • Proficient in computer software (MS Office and MSProject) and proven typing abilities.
  • Ability to determine relevant background and reference materials for others, and to screen requests for urgency and priority.
  • Ability to deal with confidential matters with discretion.
