Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries.
In response to the influx of Syrian refugees in Lebanon, the IRC provides income and livelihoods support to vulnerable Syrian refugees and host communities through its Economic Recovery and Development Program. The program’s objective is to assist vulnerable households in the most affected areas of Akkar, Tripoli and Mount Lebanon in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.
Interventions include unconditional cash assistance, financial management training, cash for work, access to training and business development opportunities, legal and job counseling, and job referrals through a livelihoods center. Additional market assessments and other research are conducted under this program. The main target groups are acutely vulnerable registered and unregistered Syrian refugees and Lebanese households.
The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings. The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors.
Job Overview/Summary: Under the supervision of the Senior Cash Officer, the Cash Officer is responsible to provide assistance in, and assume responsibility for, the daily technical planning, supervision, implementation, monitoring and reporting of the cash for work activities and for ensuring proper coordination with the community, local partners and Municipalities.
Major Responsibilities:
- Support the Senior Cash Officer in planning and implementing conditional cash activities ensuring they are completed within the given timeline.
- Supervising and ensuring correct implementation of projects as planned and according to developed schedules and timelines. This includes regular and documented visits to project sites monitor activities and ensure proper attendance records are being kept.
- Technical supervision during the implementation of the Community Support Projects e.g. Waste Collection, Community Maintenance Projects, Community kitchens (ensure good food safety and hygiene practices)
- Attending food security awareness sessions to make sure all the topics are covered and that the sessions meet with the attendees expectations and needs.
- Monitoring of meals distribution activity to make sure all the kids are receiving their portions and provide any support when needed.
- Under the guidance of the Senior Cash Officer, consulting with Municipality leaders and community members, for the identification of needed and viable Cash for Work initiatives.
- Under the senior cash officer’s direction, Developing and maintaining good relationships and lines of communication with relevant local authorities, partners, and Municipalities, explaining the nature of the IRC’s CfW schemes and liaising with them throughout the project.
- Identifying areas for activities improvement.
- With the support of the senior cash officer, planning and providing timely communication for all equipment supplies, and bills of quantity necessary for the implementation of CfW projects in consultation with Municipalities and the IRC Logs Officer/Supply Chain department.
- Prepare the logistics, documents, and IDs for the MPCA process.
- Setting up Cash for product schemes, including a selection of clients and preparation of plans to assign cash for product supplies.
- Assisting the Operations staff during Cash for Work supplies delivery and make sure they match Program needs (in quantity and quality)
- Prepare the necessary planning, documents, and IDs for the MPCA process.
- Supporting program support team in conducting cash distribution for Cash clients and MPCA.
- Ensuring that materials delivered by the IRC are used properly by community members.
- Ensuring that Cash-for-Work tools and equipment are in working condition and available on site during the entire duration of the intervention.
- With the support of the senior cash officer in close coordination with local partners and colleagues from different IRC programs, assist in the identification and selection of CfW and Multi-Purpose Cash Assistance (MPCA) clients (using the Livelihoods Center Data Base ) in accordance with ERD’s rules , eligibility criteria and guidance notes.
- Maintaining Cash for Work records, attendance sheets and cash for work agreements, as per activity guidelines.
- Ensuring that the weekly/monthly work plan is respected in the field.
- Drafting weekly and monthly reports and reporting any variations or problems with implementation of projects to the Senior Cash Officer.
- Liaising with the Senior Cash Officer, Logistics and Finance officers regarding financial projections, procurement, payments and necessary documentation.
- Attending weekly/monthly coordination meetings together with the other members of the Livelihoods Team, partners, and other IRC programs to ensure that we are meeting deadlines and targets.

Job Requirements:
- BA in Social Science, Engineering, or construction related field, and experience in community projects, basic community infrastructure and project management.
- Minimum of two years’ experience in a related field.
- Previous experience in supervising cash for work schemes highly preferable.
- Strong communication and interpersonal skills.
- Ability to work under pressure, independently and with limited supervision.
- Very good computer skills (Word, Excel, Access) and some database knowledge preferred.
- Fluency in written and spoken Arabic is a must.
Working Environment: This position is based in Tripoli, which offers a good office environment. The position will require regular travel to T+5 and field offices to monitor activities implementation and some meetings in the Beirut office.
