Assignment Context:
UNHCR is the UN Refugee Agency. It was Established in December 1950, UNHCR is a global organization dedicated to saving lives, protecting rights, and building a better future for asylum seekers, refugees, returnees, internally displaced communities, and stateless people. Every year, millions of men, women, and children are forced to flee their homes to escape conflict and persecution. UNHCR currently operates in over 130 countries, using its long expertise to protect and care for millions.
According to Government estimates, there are 1.5 million displaced Syrians in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are spread over 1,750 localities. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field to support the Government. The structure brings together 13 UN agencies and 60 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response, and UNDP facilitates the resilience and stabilization component.
The UNHCR works in Lebanon to provide aid and protection to the most vulnerable. UNHCR has monetized assistance via Cash Based Interventions regarded as an effective and dignified form of aid to mitigate the impact of severe poverty in refugee communities. The Basic Assistance Unit implements and oversees cash and in-kind assistance. The Multipurpose Cash (MCAP) and Winter assistance programme (WINCAP) are, in monetary terms and volume of beneficiaries, the largest of all UNHCR operations. These programmes are also considered UNHCR flagship programmes globally, and other operations look to Lebanon for learning and best practices, especially in the sophisticated targeting system to select families to benefit from assistance.
UNHCR works closely with the Inter-Agency Basic Assistance Working Group as well as different UN Agencies and NGOs using a multi-Agency platform for the delivery of Cash-Based Interventions (Lebanon One Unified Inter-Organizational System for e-Cards – LOUISE).
UNHCR is offering a full-time UNV Monitoring and Evaluation (M&E) Specialist assignment with the Basic Assistance Unit at UNHCR Beirut Lebanon. Under the overall guidance of the Associate Monitoring and Evaluation Officer, the UNV M&E Specialist will be assisting in designing and implementing M&E activities of the basic assistance programmes; He/ she will assist in preparing Quarterly/monthly reports on project progress to monitor the project activities on a regular basis, uploading project data/information on activity info/compass. The UNV M&E Specialist will assist in developing monitoring and evaluation plans and tools, collecting, analysing, and reporting data. The UN Volunteer will participate in the design and implementation of surveys and assessments such as Vulnerability Assessment of Syrian Refugees (VASYR) and Vulnerability Assessment of Refugees of Other Nationalities (VARON) and will support the monitoring and evaluation officer in the preparation of reports and presentations.
Within the delegated authority and under the supervision of the Associate Monitoring and Evaluation Officer or his/her designated mandated representative(s), the UNV Monitoring and Evaluation Specialist will:
• Assist in the development of monitoring and evaluation plans and tools, including data collection forms and data analysis templates
• Assist in the collection, analysis, and reporting of data, including conducting interviews, focus group discussions, and surveys
• Conduct field visits to monitor the quality of data collection
• Participate in the design and implementation of surveys and assessments, including developing survey questions, sampling, and data analysis (VASYR, VARON)
• Support the monitoring and evaluation officer in the preparation of reports and presentations, including data visualization and report writing
• Assist in the maintenance of the project database, including data entry and cleaning
• Support on monthly, quarterly, and bi-annual reporting requirements
• Carry out other duties and responsibilities related to M&E as assigned by the supervisor.
