JOB SUMMARY

Lead the Health Department at Caritas Lebanon,supervise the quality of health services delivered at CL, ensure the efficient and effective implementation of quality health programs, oversee the management of CL health facilities, and in coordination with the upper management,develop the strategic, operational and sustainability plan of CL in the Health Department.

MAJOR DUTIES / RESPONSIBILITIES

Strategic Planning and Organizing

  •  Develop CL strategic, operational and sustainability plan of the health department
  •  Plan, organize, direct and control the quality of services related to primary healthcare, mental health, and secondary healthcare
  •  Plan and oversee CL admin related annual budget of the health department, if available
  •  Formulate and update departmental plans and priorities to address any business or operational challenges
  •  Elaborate, propose and negotiate strategic and operational development plans for health promotion, education and treatment of diseases – coherent with the mission, the vision, the values and the Strategy of CL
  • Formulate and update strategic and improvement plans for the health department, and respectively for all health units including Primary Health Care Clinics PHCCS, Mobile Medical Units, and others according to the health department structure.
  •  Coordinate with Grants Department on formulating and updating the projects action plans for the health department
  •  Contribute to the strategic and technical design of health-related projects proposals
  • Develop and review all health department policies, standard operating procedures, and business practices

Operational Activities

  • Coordinate and control the quality work and the accreditation process in the PHCCs and other units as needed
  • Coordinate with Grants- Health Portfolio to ensure that donor-funded projects are efficiently delivered according to health quality standards, responding to the health department needs and in compliance with the Health Strategy
  • Adapt and develop primary health care programs and services that include but not limited to: mother and child care, mental health, dental care, communicable diseases, non-communicable diseases, immunization, drug dispensing, infection control, health outreach and others
  • Develop technical design of proposals, programs and projects to partners / donors, based on needs assessment in collaboration with the proposal development unit
  •  Ensure technical expertise and support to the healthcare team in the execution of health services.
  • Evaluate the needs of the health care department in terms of human, material and financial resources
  •  Supervise the process of drug supply, analysis of annual consumption, organization of supplies, drug inventories, quality assurance, local and international market observations of medicines

Staff Supervision & Development

  • Encourage initiative, creativity, professionalism, motivation and dynamism within the health care team to improve the productivity and efficiency of work
  • Empower, coach, and build the capacity of the health department staff and provide opportunities for continuous learning and improvement
  • Supervise the management, organization,
  • and monitor the team performance of all CL healthcare staff
  •  In charge, lead on, and provide technical support in the recruitment of medical staff, analysis of training needs, training programs, performance evaluation, and capacity building

Coordination and Representation

  • Represent CL to in health sector meetings, in the collaboration with MoPH, and with other local and international partners within the health strategy
  • Establish good relations and coordinate with different stakeholders; Donors, universities, the Ministry of Public Health, local and international NGOs and other
  • Organize regular meetings with the health department staff
  • Arrange regular meetings with donors and partners to discuss current and future health programs
  • Conduct field visits to the different CL health centers in Lebanon
  • Ensure adequate participation and coordination in the planning and implementation of the contingency plan related to health, that is being developed by CL, or national stakeholders and governmental actors
  • Coordinate with the M&E to ensure data collection is in place for performance monitoring
  • Coordinate with Information Management to ensure the health information system is aligned with the health indicators and reporting requirements
  • Coordinate with Grants Department other CL Head of Departments as needed

Generic Duties

  • Follow Caritas Lebanon operational policy and procedures
  • Respect the internal policies and procedures for example: uniform, attendance, discipline, etc.
  • Complete schedules, activity planners, monitor staff availability and act against any shortfalls for healthcare staff directly reporting to Head Department
  • Resolve any staff issues and if needed escalate unresolved issue to the Director of Programs
  • Perform other related duties as assigned by the Director of Programs

Team Management

  • Provide leadership, guidance and support to staff
  • Conduct timely performance evaluations and staff development
  • Recommend disciplinary action as needed with support of HR and according to CL rules and regulations
  • Control knowledge of procedures and ensure their strict implementation
  • Give clear responsibilities to the team
  • Provide assistance and organize good communication with the team
  • Organize and facilitates meetings as needed
  • Ensure the department staff is informed of the policy changes
  • Organize and maintain departmental communication system that encourages staff participation

JOB KNOWLEDGE

Academic

Bachelor Degree in General Practitioner, nurse, pharmacist or any related health field Preferably a Masters degree or any related certificate, MBA is a plus, or relevant leadership and managerial experience.

Other Qualifications:

Communication, writing, analytical and negotiation skills
