About Sanabel Nour
Sanabel Nour is a humanitarian, nonprofit, and apolitical NGO that started its interventions in 1995 in North Lebanon. Its main objective is to protect orphan kids in their homes and help them by securing financial guarantees to remain with their families without the need to seek orphanages. As a result of the increased and diversified needs, Sanabel Nour is working on developing its community support in different ways and through various sectors such as: providing in-kind and financial support for people in need, providing health services, reducing school dropouts and child labor through establishing educational centers and providing scholarship for eligible students. In addition, Sanabel Nour is working towards economic empowerment of women and youth through the implementation vocational training (TVET) and supporting small businesses (SMEs).

Introduction and Scope
Under anticipated phase 2 of project « CAP Tripoli – Empowering Sanabel Nour », funded by CDCS (Centre de Crise et de Soutien du Ministère de l’Europe et des Affaires Etrangères), Sanabel Nour, with the support of Bioforce, is committed to strengthening its capacities and its credibility towards international actors in Lebanon. Following an organizational self-assessment and action planning, Sanabel Nour defined a set of activities that will help the association address areas of improvement on the organizational level. On the Monitoring and Evaluation level, Sanabel Nour is searching for a MEAL Manager to set up a MEAL Department.
This position will be funded by CDCS (Centre de Crise et de Soutien du Ministère de l’Europe et des Affaires Etrangères), upon approval, with the support of Bioforce, under anticipated phase 2 of “CAP Tripoli- Empowering Sanabel Nour” project that will end in July 2024. The renewal of the contract depends on the availability of fund and Sanabel Nour organizational decision.
Position
MEAL Manager
Main Purpose
The MEAL Manager will be in charge of setting up the MEAL Department, managing all MEAL systems and processes, including Sanabel Nour data collection, analysis, information management, team capacity building, and fulfilling all other MEAL related needs.
Areas of Contribution & Related Accountabilities
The job holder’s responsibilities include the following:
Responsibility 1: Set up the MEAL department within Sanabel Nour organization, collaborating closely with Bioforce team
· Develop data collection tools and templates, covering all stages of the project cycle (assessments, baselines, monitoring forms, and final evaluations).
· Create and manage MEAL systems to facilitate flow of information and knowledge from project teams to admin, and vice versa, including running monthly reporting check-ins with different technical teams and the programs team.
· Identify needs and opportunities for capacity building related to MEAL (e.g. training, new software, consultancies, etc.) and lead on their implementation in close coordination with the HR Manager.
· Supervise the Data Collectors team (2-3 people).
Responsibility 2: Lead on the development and management of an accountability system and appropriate Feedback and Complaint Mechanism in line with The Core Humanitarian Standard on Quality and Accountability, collaborating closely with Bioforce team
· Identify gaps in, and improving systems for greater accountability to staff and the communities (Sanabel Nour works with analysis of participatory approaches, feedback and complaints mechanisms, learning events for migrant communities and improving overall transparency).
· Receive and analyze feedbacks or complaints and process them according to the procedures in place
· Ensure that all staffs are trained on the accountability and FCM
· Lead on the communication on the FCM internally with the staff and externally with all Sanabel Nour’s collaborators
Responsibility 3: Ensure the integration of MEAL practices within the project cycle management, , collaborating closely with Bioforce team
· Work closely with the Programs Team to ensure that MEAL becomes an integral element of project implementation with the objective of enhancing the quality, accountability and impact of Sanabel Nour’s interventions.
· Provide leadership to ensure all active programs maintain logical frameworks and monitoring plans to measure program output, outcomes and impact against goals and indicators.
· Lead design and implementation of final program evaluations, or lead the management of external evaluations.
· Manage data collection, measurement, analysis and the sampling process, ensuring quality data is collected, learning opportunities identified and good practices are applied, in close coordination with the project teams
· Ensure that every program/project conducts regular learning sessions and all learning is shared for various purposes (informing design of future programs/ projects, accountability and transparency).
· Lead on the organization of regular info sharing meetings, both small scale (e.g. meeting to brief teams on new projects), and large scale (e.g. annual organizational learning retreats).
· Participate in program design and proposal discussions, including log frame design.
Required Skills/Abilities:
· Excellent Microsoft Office Skills.
· Experience with both quantitative and qualitative methods, this should include survey development, and facilitating KIIs and FGDs.
· Excellent understanding of data and information needs for program management and decision-making.
· Strong ability to identify the needed analysis for both program efficiency and reporting.
· Proven team leadership and ability to work independently.
· Excellent interpersonal and communication skills, strategic thinking, teamwork.
· Excellent organizational skills, team management skills and attention to detail.
· Proactive and self-motivated.
Education and Experience:
· Masters’ degree or equivalent professional experience in MEAL, Data and Information Management Systems, Project Management, or other relevant fields.
· Experience with and knowledge of current approaches to MEAL in development programs (experience with feminist, anti-racist, advocacy and/or behavioral change programs a particular asset).
· At least 5 years of professional experience with a humanitarian organization, including at least 2 years’ experience in MEAL.
· Demonstrable experience in project cycle management, system design and implementation, workflow management and planning, budgeting, monitoring & evaluation, organizational learning, knowledge sharing.
· Fluency in written and spoken English, and spoken Arabic.
Salary
· Salary range is between $1,800 and $2,000.
