SAWA for Development and Aid is a Civil Society Organization founded initially as a spontaneous initiative in December 2011 to respond to the arrival of the first 40 Syrian families displaced from Syria into the North of Lebanon.
This initiative then grew to include individual activists, locals and internationals, who worked together (literally meaning ‘SAWA’ in Arabic) to share their knowledge and exchange their experiences in order to support Syrians, internally displaced or refugees in neighboring countries, united by their belief in their right to live in dignity, freedom, and to be active individuals in their communities and wherever they are.
SAWA sees itself as part and parcel of the society, and that it is on a continuous learning journey based on a participatory relationship at all levels with the communities that it works with, whether host or displaced, as well as with local and international partners.
SAWA believes that humanitarian, developmental, and civic work has to always strive to achieve social justice, and so it aims to work with individuals and communities through holistic interventions towards a society based on democracy, pluralism, and the values of citizenship and human rights.
Objective of the Role:
The Senior M&E Officer will ensure that suitable monitoring and evaluation systems are in place, implemented as intended, and reporting is comprehensive and submitted in a timely manner to facilitate technical coordinators and managers in delivering programs that achieve the desired outcomes/impacts. This position includes support to program staff and coordination with field-based staff to ensure that data are of high quality and used effectively for decision making.
Essential Duties and Responsibilities:
• Ensure that detailed project monitoring plans are developed in a way that provide an indicator matrix.
• Consider data quality audits, and ethical and safe collection and storage of data.
• Work with project and support staff to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness.
• Ensure that the project work plan includes monitoring activities, is up-to-date, and progress is tracked.
• Establish project databases and/or tracking sheets.
• Track progress on action points related to implementation and M&E activities.
• Provide M&E inputs for reports written during project implementation.
• Share written reports during project implementation with donors and stakeholders.
• Develop detailed workplans for needs assessment and survey activities.
• Assist in conducting and documenting end of project learning reviews, and sharing lessons learned and best practices, incorporating these into new project designs.
• Ensure that the minimum standards of humanitarian principles are maintained in accordance with SAWA’s policies, procedures, and Code of Conduct.
Competencies and Skills:
• University Degree preferably in Business Administration, Economics or related field.
• Minimum 5 years of experience within the development/humanitarian sector.
• Technical skills in monitoring and evaluation, including experience with multi-donor funded programs and experience with qualitative and quantitative data collection and analysis.
• Experience in designing tools and strategies for data collection, analysis, and production of reports.
• Expertise in analyzing data using statistical software.
• Experience with development and management of grants.
• Proven ability to work productively with a variety of stakeholders to run participatory processes and meet deadlines.
• Ability to train and build the capacity of others.
• Demonstrate the ability to adapt to new environments and be flexible given the nature of the work (i.e. constant changes happening on the field, movement of refugees).
• Strong planning, organizational, and interpersonal skills.
• Strong training and facilitation skills.
• Excellent analytical, presentation, and reporting skills.
• Excellent computer skills, including experience with Excel, PowerPoint, SPSS, Access, and any other statistical packages.
• Fluency in spoken and written English and Arabic.
