Background
DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in country.
Role
The overall objective of this role is overseeing and managing the procurement process within the organization. This includes sourcing and purchasing goods and services, managing supplier relationships, negotiating contracts, and ensuring that procurement activities are carried out in accordance with established policies and procedures. The Procurement Officer plays a critical role in ensuring that the organization obtains the best value for money, meets its procurement needs in a timely manner, and maintains compliance with relevant laws and regulations. The Procurement Officer is a key role in ensuring that an organization's procurement activities are carried out effectively and efficiently, while adhering to established policies, procedures, and regulations.
Responsibilities
- Conduct market research to identify potential suppliers, evaluate their capabilities, and select appropriate suppliers based on quality, price, and delivery time.
- Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and Invitations to Bid (ITBs) to solicit bids from suppliers.
- Evaluate and analyze suppliers’ proposals and negotiate contracts and prices to obtain the best possible terms and conditions for the organization.
- Coordinates the Pro/Log operations with the operational teams and partners. S/he coordinates the program needs as requested by the programmatic heads of departments.
- Coordinate with DCA HQ Pro/Log department on DCA standards and International Procurement as implemented in the country and with partners in country.
- Manage and supervise the logistics Fleet of DCA Lebanon Program.
- Collaborate with other departments to identify procurement needs, develop specifications, and define requirements for goods and services.
- Monitor procurement activities to ensure compliance with organizational policies, procedures, and applicable laws and regulations.
- Maintain accurate procurement records, including purchase orders, contracts, and supplier performance evaluations.
- Establish and maintain relationships with suppliers, evaluate their performance, and address any issues or concerns.
- Monitor and manage inventory levels, conduct regular stock audits, and maintain accurate records of stock levels, including receiving, inspecting, and recording incoming goods, as well as preparing and shipping outgoing goods.
- Store Operations: Oversee the day-to-day operations of the store, including ensuring cleanliness, organization, and safety of the store premises, maintaining proper storage conditions for different types of products, and managing the layout of the store for optimal product visibility and accessibility.
- Provide procurement advice and support to other departments within the organization and assist in resolving procurement-related issues and disputes.
- Stay informed about market trends, new products, and emerging technologies that may impact procurement decisions.
- Prepare reports and provide regular updates to management on procurement activities, supplier performance, and procurement metrics.
- Facilitates anti-terror and anti-money laundering check of suppliers using the Fin-Scan system.
- Facilitates Framework Purchase Agreements with suppliers for standard items and services.
- Responsible for receiving goods and quality control along with international shipments including clearance at port, customs, and VAT.
- Ensures proper filing, administration, and reporting, including the Purchase Request Tracking Overview, Procurement Plans and all Donor Files are updated, and copies of all documentation is uploaded on DCAs internal systems (SharePoint/teams/ADMIND).
- Responsible for all stock management (assets and inventory) including technical, non-technical field equipment, consumables and all other stock items in all locations and recording on individual Stock Cards in ADMIND. Provides technical supports to the storekeeper(s).
- Responsible for monthly inspection and stock count, in line with DCA policies.
- Ensures that the stock management for medical equipment and medicine is correctly carried out by the Medical Coordinator/Senior Medic. Ensures that safety and security equipment is available and functioning with the support of the Safety and Security Focal Point.
- Responsible for asset and property management, including upkeep, repairs, and maintenance.
- Supports the Pro/Log Fleet Management where needed.
- Assisting with capacity building of DCA teams and partners when requested.
- Identify and resolve logistical issues and problems.
Background
- Minimum of 4 years’ professional experience in logistics, supply chain management, contract management, procurement, or other relevant experience.
- Preferably experience with Humanitarian Mine Action and supporting Humanitarian partners. Feels comfortable in supporting capacity building of team members and partners.
- Preferably experience working with (I)NGOs and International Donors such as USAID, EU, DANIDA.
- Bachelor’s degree in Logistics, Supply Chain Management, or any related field. Equivalent relevant professional experience is also accepted.
- Professional driving license.
- Good IT skills, including MS Office, Teams and ADMIND.
- Fluent written/spoken English and Arabic.
- Excellent communication, interpersonal and team skills. Should have a good sense of humour.
