ROLE PURPOSE
The Senior Finance Coordinator will be responsible for coordinating with the Finance & Operations Support Manager in Lebanon and Finance team in Plan Egypt to ensure timely and accurate accounting, internal and external reporting and compliance with internal Plan and external donor policies and requirements. The Finance Coordinator will be responsible for following on Partner Agreements, contracts & payments, as well as filing and reviewing of all financial records, in addition to supporting in Financial Reports (monthly/quarterly/yearly).
DIMENSIONS OF THE ROLE
Under the guidance and direct supervision of the Finance & Operations Support Manager, the Finance Coordinator will be based in Beirut to ensure timely and accurate accounting, procurement, HR and all related internal and external reporting and compliance with internal Plan and external donor policies and requirements. For that purpose, he/she will work closely with the HR team in Beirut.
ACCOUNTABILITIES
Finance
• Monitor programmes’ burn rate and support the development of pipelines, expense trackers, accruals and spending projections.
• Support and/or leads in cooperation with OSM in the preparation of designated project audits.
• Monitor programmes’ budgets from SAP and/or system, after receiving proper training from regional finance Operations Support Manager
• Support the Operations Support Manager in the annual budgeting process for Plan Lebanon.
• Review monthly billing and reimbursements.
• Ensure all advances are closed and relevant documentation required by IH departments has been sent.
• Work closely with finance team for the preparing of external audit requirements. Be the focal point of all external audits
• Review the monthly settlement after the finance team input
• Work closely with support team in entries all data in the system, all the program managers on the requests needed in the budget and the operation team on reviewing the procurement of the payments
• Work with NO focal point on monthly/quarterly financial reports before submitting to donor.
• Work closely with the partnership coordinator on doing partnership assessment for new partners and review the partnership agreement terms related to finance and with the grant coordinator on everything related to financial reports, donor requirements and donor report submission.
• Reconciliation of balance sheet accounts related to response program in coordination with the OSM
Partners’ Financial Management
• Work closely with the Program Support manager from a financial perspective to support on assessing and vetting new partners;
• Participate in meetings with existing partners in Lebanon to ensure financial requirements and policies are in place
• Assess capacity building needs and provide training and technical assistance in financial management to local partners in coordination with Operations Support Manager
• Ensure internal audits are carried out regularly with partner organizations
• Ensure that partners’ reports and supporting documents are adequately reviewed and in line with Plan’s and the donor’s regulations and policies.
• Follow up closely with finance focal point on reviewing supporting documents of each partner.
• Review the request for fund of the partner and make sure it is sent as per the agreement.
• Review the Purchase order for the booking of the partner fund request on the system
Human Resources:
• Review the work of the finance team, in terms of calculating and paying employee salaries and taxes and other tax reporting and share with tax consultant before it is processed.
• Coordinating with HR focal point as needed.
General Administration:
• Review and report to the MoF as required in coordination with Finance team
• Review and report for VAT claims in coordination with Finance team if any
• Approve bank reconciliations in coordination with Finance team
• Approve petty cash reconciliations
• Review tax and national social security payments before being settled.
Other:
• Ensure proper recordkeeping and efficient filing of all records including data collection, reports, official correspondence etc.;
• Support existing programmes as needed;
• Attend calls, meetings, etc. as required.
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Demonstrable knowledge and understanding of:
• The context in Lebanon, particularly on issues affecting the rights and well-being of children and young people, especially girls and young women;
• The civil society landscape in Lebanon, and the capacities of local organisations;
• The donor landscape in Lebanon, in addition to donors’ strategy and requirements;
• Knowledge of developing/maintaining financial internal control and risk management concepts and systems
• Knowledge of applicable local laws and regulations (NSSF, taxes, etc.)
• Humanitarian principles and “do no harm” approach.
Qualifications and Experience
• University Degree in Finance, Accounting or related field
• Min 5 years’ experience working with INGOs in Lebanon inc. experience reporting to donors – EU, USG, DfID, et al.
• Experience of relevant accounting packages and operating systems
• Knowledge of developing/maintaining financial internal control and risk management concepts and systems
• Demonstrated knowledge and understanding of international accounting standards for the NGO-sector, donor regulations and compliance issues related to management of donor funds
• Worked previously in an emergency context
• Experience with preparation of external audits desirable

• Strong organizational abilities; able to prioritise and manage short-term and continuing projects across diverse themes despite competing deadlines.
• Strong commitment to child safeguarding & Antifraud policies both inside and outside the workplace.
• Ability and experience in adapting to systems & processes
• Strong character traits, including team work, striving for high performance, emotional stability, resilience, adaptability, and ability to handle stress, strong initiative and self-motivation, cultural and gender sensitivity, honesty and physical fitness to travel are essential.
• Excellent written and oral communication skills, with excellent command of spoken and written English and Arabic.
