Key Duties and Responsibilities:

The Construction Engineer will be responsible for, but not limited to, the following:

  • Fully understanding and applying directions and guidance from the WSC CQCA manual.
  • Manages construction project development from the point of construction subcontract award to the completion of specified projects, duties would include but are not limited to tracking contract start and end dates, planning for and participating in the construction kickoff meeting with the subcontractor, review of submittals, project inspections, construction documentation and record keeping, construction inspection (QA, safety, and environmental), initiating and processing change orders, substantial completion inspections, snag list creation and completion, hand over to the Lebanese owner/stakeholder, management of the defects liability program, and project folder creation for USAID.
  • Develops and implements construction project management plans, including QA/QC protocols and documentation, technical communications with the construction subcontractor, monitoring project progress, quality, and costs, reviewing subcontractor invoices for assigned projects.
  • Reviews, comments on, and approves submittals required as per construction subcontracts in a complete and timely manner, for assigned projects. Ensures that a submittal log is used to closely track the processing and communication of submittal statuses.
  • Works closely with the Design Team to ensure that required additional design details, modifications, or clarifications, including specifications, are developed and or modified as approved, for assigned construction projects in a timely manner.
  • Provides oversight and regular communications of the WSC A/E Construction Managers performing Q/A on assigned WSC construction projects. Reports any performance related problems to the Design and Construction Manager. Reviews and documents the A/E CM site inspection reports.
  • Investigates and ensures compliance with administrative processes for consultancy and construction subcontracts, including all necessary permits and licenses.
  • Ensures assigned construction project documentation production adheres to and complies with USAID's, DAI’s and local standards.
  • Conducts field visits for specific projects on a regular basis to spot check on the performance of the A/E CMs and construction subcontractors performing construction works and their QC program and the QA efforts of the WSC A/E CM.
  • Ensures assigned construction projects comply with WSC's Construction Quality Control Management Plan (CQCMP), Subcontractor Management Plan, Environmental Management and Mitigation Plan (EMMP), Health and Safety Plan, and any other construction subcontractor required plans applicable to WSC.
  • Identifies, manages, and tracks assigned project dependencies and critical path; Plan and schedule project timelines and milestones; Tracks project deliverables; reports project delays to the Design and Construction Manager.
  • Manages progress and required changes in project scope (modification/variation orders/change orders). Ensure that construction modifications/change orders for specified projects are processed in a timely manner.
  • Assesses project risks and leads implementation of mitigation measures and devises and implements contingency plans. Effectively documents and communicates project progress, risk and status to team members and stakeholders in a timely and clear fashion.
  • Informs the Construction Management Team Leader of potential claim issues with the construction subcontractors.
  • Monitors and reports community relation issues related to specified construction projects.
  • During periods where there is slack time in construction management activities, provide engineering assistance to the WSC Design team or other teams in WSC
  • Provides construction related reports and project updates to the Design and Construction manager for the development of weekly, monthly, quarterly, and annual reports.
  • Provides information to the Communications and GESI Director for the development of success stories, pictures, infographics, videos, and other WSC construction related communication products.
  • Performs site safety checks to ensure the construction subcontractor is following their site safety plan.
  • Coordinates and collaborates with the Environment and Safety Engineer to ensure health and human safety and environmental compliance on construction projects.
  • Reviews and comments on monthly invoices that are reviewed by the WSC A/E CM and submitted by the construction subcontractors for assigned projects.
  • Coordinates site visits with the USAID MSP-A/E personnel and discusses site visit comments with the WSC A/E CM and construction subcontractor as necessary.
  • Provides interface with the Lebanese entities that will end up taking possession of the projects (normally the Regional Water Establishments), discusses and addresses their concerns. Conducts joint inspections of the projects with the RWEs.
  • Ensures that any required training for project owners is planned, conducted, and documented in a timely and professional manner.
  • Ensures that any required spare parts for construction projects are properly handles, stored, safeguarded, and transferred to the project owners including required documentation.
  • Ensures that any required training is performed properly and that any required O&M manuals, and warranty documents are collected, reviewed, and approved from the construction subcontractor and appropriately transferred to the water establishment.
  • Schedules and conducts substantial completion inspection of constructed works for physical handoff of the projects to the end customer.
  • As requested, serves as a technical evaluation member to evaluate and score bids that are submitted for either construction subcontracts and/or A/E service and CM subcontracts.
  • Manages and implements the defects liability program for specific completed construction projects.

Qualifications:

  • An Engineering degree from a recognized university in electrical engineering.
  • For Grade 7, minimum of 5 years of experience in design, construction, or construction management and oversight.
  • For Grade 8, minimum of 7 years of experience in design, construction, or construction management and oversight.
  • A master’s degree may be substituted for 2 years of experience.
  • Proficient in Microsoft Project, Excel, Power Point presentations.
  • Knowledge of AutoCAD is a plus.
  • Proven experience working with a team of engineers on the same project or projects.
  • Experience working on USAID construction projects and knowledge of USAID policies, strategies, and regulations is a plus.
  • Excellent interpersonal relationships with national and international staff in a multicultural environment and with multidisciplinary teams.
  • Proven complete construction project life cycle experience (from contract award to completion of defects liability periods and project completion and handover) is a plus.
  • Comprehensive understanding of implementing construction QA/QC programs.
  • Excellent report writing and organizational skills.
  • Excellent people interaction skills.
  • Proven ability to develop solutions to complex construction problems especially where no precedence existed.
  • Experience working with Water Establishments is a plus.
  • Fluency in Arabic, and excellent verbal and written English skills.
