Background:
AMEL is looking for a Health Quality Officer for its SAQIRH project. SAQIRH is a primary healthcare project implemented in 6 PHCCs, 2 dispensaries, and 2 MMUs in South and BML. Within the framework of the project, AMEL is providing a comprehensive package of health services. The Health quality officer will be responsible for developing, monitoring and evaluating the quality processes in the Primary Health Care Centers (PHCCs), Dispensaries and Mobile Medical Units (MMUs) according to the MoPH accreditation standards. The officer will have a strong commitment to quality improvement focusing on care that is safe, timely, effective, sustainable and patient-centered. The objective behind this position is to identify improvement areas, monitor progress, and foster accountability on quality in Amel Association. He/She will be responsible to develop a culture of continuous quality improvement amongst the workforce through quality committees and quality metrics. The Health quality officer is based in HQ, with frequent visits to the centers. He/She works under the direct supervision of the Project coordinator and in close collaboration with the Health Coordinator, M&E Officer, Medical coordinator, Pharmacy coordinator, Heads of centers, and Health field coordinators and officers. The quality officer will develop and execute an annual quality improvement work plan to ensure ongoing compliance with accreditation standards, implement a monthly quality improvement checklist and provide feedback on data analysis and findings.
Main Responsibilities:
Developing and monitoring the QIP
- Develop a detailed quality improvement plan (QIP) for each PHCC, dispensary and MMU, in coordination with the field team to ensure adherence to the plans.
- In line with the QIP, develop the key performance indicators (KPIs) plan and tracker for each PHCC, dispensary and MMU
- Define the roles and responsibilities of each staff in developing and implementing the QIP
- Engage staff to encourage sharing of QI ideas that would positively impact their day-to-day operations
- Ensure alignment of the QIP with different plans at the PHCC, dispensary and MMU, such as the strategic, human resources, and operational plans.
- After approval, communicate the QIP with the PHCC, dispensary, and MMU’s internal and external stakeholders.
- Monthly, evaluate the QIP and report on the findings and recommendations.
- Coordinate the implementation of the resolution of findings and recommendations.
- Provide data analysis and reporting on various targets and quality indicators, and present reports to support with decision making.
- Conduct the implementation of the project quality checklist on a quarterly basis and follow-up on the results
- Facilitate the implementation of the MRA on a quarterly basis and conduct random audits if needed
Complaints and Feedback Mechanism
- Review and update the patient satisfaction system in the PHCCs, dispensaries and MMUs, including the policy and procedure, the protocols and the tools used
- Develop and monitor the main patient satisfaction survey form (AMEL internal one)
- Update and monitor the system that collects beneficiaries’ suggestions, including suggestions over the phone, through the complaint boxes, direct complaints to the administration, and complaints about special services such as physiotherapy services.
- Follow up closely with the social workers and assigned individuals to ensure that the patient satisfaction data collection is complete, accountable and timely.
- Keep staff well informed about the patient satisfaction process and the interpretation of the results.
- Monthly, provide data analysis and reporting on various targets and quality indicators, and present reports to support with decision making.
Risk Management
- Design a risk management framework for each PHCC, dispensary, and MMU with a focus on risk maturity.
- Plan and support the implementation of the Risk Management Training for staff.
- Support and monitor the implementation of the Risk Management Plan in each PHCC, dispensary, and MMU.
- Monthly, provide data analysis and reporting on various targets and quality indicators, and present reports to support with decision making.
Professional development and capacity building
- In coordination with the human resources department, conduct individual and team training needs assessment (TNA) for accurate identification of whom needs training and what training is needed.
- Determine the best training and professional development approach.
- Plan and follow up on the implementation of the training and workshops and discuss the lessons learned and best practices.
- Provide data analysis and reporting on various targets and quality indicators, and present reports to support with decision making.
Reporting
- Coordinate with the M&E officer for data analysis and reporting on targets and quality indicators.
- Report to the Health Project coordinator and the health coordinator challenges and areas for improvement faced in the implementation of activities.
- Create a clear progress sheet to keep the Health Project coordinator and the health coordinator in the loop of the achievements and improvements done

EDUCATION DEGREE DETAILS:
- Master degree in health-related field preferred in nursing, pharmacist and medical laboratory.
- A minimum of 3 years’ relevant experience as a Quality officer. Previous experience in NGOs or UN agencies is a plus
- Previous experience in PHCC settings is a must
- Background in public health is appreciated
- Excellent communication, management and diplomacy skills, collaboration and teamwork
- Ability to take initiatives, to work in autonomy and in a multidisciplinary and multicultural team
- Ability to work under pressure and manage stress
- Literacy in reporting, experience in conducting surveys
- Knowledge of donor’s requirements is a plus
- Proactive
- Excellent computer literacy with demonstrated experience in utilization of databases and Microsoft Office. Knowledge of Phenics HIS is a must.
