Background
Under Amel’s crisis response program and in coordination with the education program team, the education officer will be responsible of the daily field implementation of the Nataf3al project in accordance with the project’s workplans. The Nataf3al project is implemented in consortium with three other partners and aims at ensuring students’ retention in public schools while building a “school community” approach.
The education officer will work under the supervision of the field coordinator and the project coordinator, in close collaboration with the education department (including M&E officer, Education Coordinator, Education Specialist, etc.) and other relevant colleagues from support and other sectors (Child Protection, Health, etc.). The education officer will be based in either Beirut, Mount Lebanon, West Bekaa or Baalbeck / Hermel and will be in charge of monitoring the project’s implementation in public schools.
Main responsibilities
Responsibility #1: Internal coordination
- Liaise with Amel different programs in the assigned locations;
- Participate in project’s weekly team meetings: share relevant updates, identify linkages with other projects/sectors, contribute actively to the internal coordination;
- Monitor contextual updates and engage in relevant coordination/information-sharing meetings as required to inform the Amel’s Education Programs’ strategy;
- Participate in other required internal meetings.
Responsibility #2: Collaboration, Networking
- Liaise on a daily basis with Schools directors, Communities, Field Coordinator to guarantee the smooth operation of the program;
- Develop and maintain positive relations with communities, School Directors and other local actors;
- Involve and inform communities, school directors and community leaders about the activities;
- Coordinate with relevant partners in the assigned locations: participating to coordination meetings at the field level.
Responsibility #3: Projects Implementation
- Under the supervision of the Field Coordinator, ensure that the project’s activities are implemented in a timely manner as per the project’s workplan;
- Being in charge of the smooth implementation on the retention support services on a daily basis at the school level through the coordination with the team’s members (assistants, social workers, teachers, etc.);
- Supervise the organization of occasional activities as per the project’s workplan (awareness session, community events, community-led initiatives, etc.);
- Lead on outreach activities while coordinating with the education assistants and the social worker to facilitate the identification of beneficiaries (parents’ committees, children’s committees, etc.)
- Assist in the implementation and facilitation of trainings and workshops;
- Plan, organize and document the delivery of goods and services to the beneficiaries according to Amel’s and school’s procedures;
- Conduct and prepare mapping of the relevant services being provided in the area, to be shared to the field coordinator;
- Supervise the transportation for children to / from school;
- Compile the attendance of children per school received by the education assistants to be shared to the field coordinator;
- Participate in conducting need assessments for the parents / caregivers to identify the needs;
- Carry out other administrative tasks as requested and agreed upon.
Responsibility #4 Quality standards
- Monitor and follow-up on the quality of services provided;
- Support in creating a safe classroom environment conducive to learning and appropriate to the physical, social, and emotional development of children inside the schools;
- Ensure adherence to Amel policies and donor requirements;
- Ensure a strict adherence to the principles of Child Protection at all times, including respect for confidentiality and child centered approach, acts in the best interests of the child;
- Ensure that the Education Assistants and Social workers have a clear understanding of the different referral pathways as well as the different services provided by Amel and other stakeholders in the area;
- Ensure that all activities abide by humanitarian principles and sector principles and standards.
Responsibility #5: Monitoring & Evaluation / Reporting
- Lead and report on monitoring and evaluating project activities;
- Ensure that the M&E plan (indicators, timeline, etc.) are being well implemented;
- Ensure the collection of data and information for all project activities on a daily basis.
- Ensure that all documents related to activities are submitted on time (Work plans, Report, data collection …) ;
- Provide further information/clarification to the Field coordinator, the M&E and other staff members to better inform the data analysis;
- Report weekly & monthly (or more often, if required) on activities and results to the field coordinator.
The Education Officer may support in additional tasks and carry other responsibilities which are not mentioned above, depending on the needs of the education program.
Competencies
- At least three years’ experience in education, preferably in an NGO environment or educational setting
- Bachelor’s degree in education, development or another social science
- An understanding of formal and non-formal education
- Understanding of government institutions, particularly the public school
- Ability to analyze information, evaluate options and to plan strategically
- A demonstrated understanding of national development issues in particular in relation to children
- Strength in interpersonal, communication and presentation skills
- Fluency in written and spoken Arabic and English
- Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
- Strong documentation, research and report writing skill
- Knowledge and experience in child protection issues
- Experience in community sensitization/ mobilization
- Excellent computer skills.
