General objectives and tasks:

1. Follow up on the Monitoring and Evaluation of projects by the department while setting up a good M&E system:​​​​​​​

  • Make sure the officers are properly Monitoring ongoing projects' activities in coordination with the concerned project and program managers, welfare centers, business units, while respecting project timelines.
  • Assist officers in their projects, questions and needs. Proof read the content that is produced by the M&E Officers such as reports, emails, ITT etc.
  • Evaluate ongoing projects and propose to the Chief Fundraising Officer sets of recommendations and corrective actions to be taken by the officers in relation to their project's team.
  • Handle in coordination with the Chief Fundraising Officer the development of documents and tools for the operational work of the M&E Unit.
  • Develop quantitative and qualitative monitoring and evaluation tools in coordination with program managers.
  • Relate and oversee the communication with programs and supporting departments.
  • Assist officers in problem solving and take corrective actions to maintain the proper communication with internal and external stakeholders.
  • Follow up on defined key accounts and projects.
  • Support and oversee the workflow of the officers, and report on their performance to the Chief Fundraising Officer.
  • Deduce with the officers' corrective actions and lessons learned from each project for better performance of projects.
  • Report and alert the project team on a regular basis regarding any anticipated project issues, risk and any emerging opportunities and threats to the project implementation team.
  • Support in the implementation of evaluation recommendations and lessons learned at field level.
  • organize and deliver monitoring, evaluation, accountability and learning training/refreshing sessions to the projects, programs and center teams.

2. Participate in the development of the organization’s network through proposal writing and PR:

  • Develop a clear understanding on the organizational activities and projects.
  • Participate in the development of positive relationships between arcenciel and donors, funding agencies and partners.
  • Represent the association in external events (trainings, conferences, seminars…).

3. Train, follow up and overview the officers:

  • Train, mentor and coach new and present officers.
  • Analyze and work closely with the officers on the outcomes of implemented projects and set an action plan accordingly.
  • Prepare and review risk mitigation strategies, contingency plans situation, and Log frames.
  • Develop the skills of officers in communication with donors and different skateholders, proper M&E, developing log frames and M&E tools etc.

4. Follow up on the correct implementation and updates of ISO procedures with the Quality Department:

  • Conduct policy and compliance audits, which will include liasing with internal and external auditors.
  • Maintain and make sure records of projects are well executed by officers.

5. Conduct risk assessments and develop risk management strategies to mitigate identified risks:

  • Identify potential risks and vulnerabilities associated with the projects implementation.
  • Coordinate with the project managers to implement risk mitigation measures and contigency plans.
  • Build risk awareness amongst volunteers by providing support and training within the unit.

6. Work on improving the Monitoring and Evaluation unit to achieve a MEAL department within arcenciel.

  • Proven previous experience in Monitoring and Evaluation.
  • Understanding of the Lebanese development and civil society eco-system.

Working Schedule: Monday till Friday; From 09:00 AM till 05:00 PM.

Contract Type: 1 year contract (Renewable depending on funding and performance).
