Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The Medical Manager will be responsible:
Under the direct supervision of the Health Program Manager (once recruited) and the Health and Nutrition Coordinator, the Medical Manager will facilitate the health activities in Southern Lebanon through assessing, selecting and development of improvement plans of PHC facilities to support. The Medical Manager will provide leadership and direct supportive supervision to PHC facilities, in collaboration with the Health Quality Officer and Public Health Officer (henceforth the public health team) to the selected PHC facilities, with an emphasis on provision of supportive supervision to doctors providing services. The Medical Manager will also support the Health Program Manager in coordinating the implementation with the national and local stakeholders, such as MoPH, Health Sector, municipalities etc.
Objective 1: Design and Implementation of Program Management (40%)
- Conduct assessments and participate in selection of PHC facilities aligned with the AAH PHC facilities selection SOP (and sector guidelnes?)
- Collaborate with the public health team, the Health Program Manager, the Health and Nutrition Coordinator, national authorities, and health and nutrition partners to coordinate and implement public health response activities
- Guide and implement activities, monitor progress, and recommend improvements
- Ensure the quality of trainings related to primary healthcare and nutrition service delivery in PHC facilities
- Create, organize and lead capacity development plans, including identifying the training needs among the public health team members and PHC facility staff and developing supportive supervision guidelines.
Objective 2: Strategic and Technical Support (30%)
- Build on good practice, experience and assessments in the framework of Action Against Hunger's organizational development strategy
- Provide support to improve accurate coding and diagnosis for case management by PHC health workers, especially medical doctors and that they are in line with MoPH protocols.
- Provide support to ensure rational prescription of drugs, laboratory and imaging tests and aligned with MoPH, WHO and AAH guidelines.
- Participate in providing support on medicines and medical supplies stock management to relevant parties at the PHC facility in collaboration with the ACF logistics team.
- Monitor and provide support for implementation improvement plans through regular visit at the supported PHC facilities and ensure the quality of services provided.
- In collaboration with other public health team members and the Health Program Manager, analyse and monitor epidemiological trends in the areas of intervention.
- Support the PHC facility in collaboration with the Quality Manager on recognizing epidemiological trends, and early warning signs.
Objective 3: Coordination and Representation (10%)
- Participate in coordination meetings related to the South and at times also at national level, when requested by the Health Program Manager
- Ensure compliance principles and the Humanitarian Program Cycle in delivering Action Against Hunger’s health response
- Engage in teamwork with Head of Base and Department Heads in other technical areas to develop an integrated multi-sectoral approach, with a special emphasis on Nutrition and WaSH.
Objective 4: Quality monitoring and ensuring accountability to affected populations (10%)
- Ensure compliance with national MoPH protocols and AAH national and international standards and guidelines
- Provide support, in coordination with the Quality Manager on ensuring a well-functioning and accessible complaint and feedback mechanism is in place in each supported PHC facility.
- Ensure protections principles are upheld into PHC facilities and adopted by the health workforce at PHC level.
- Ensure confidentiality is respected at all levels.
Objective 5: Security
- To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
- To communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 6: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
- ACF employees will show commitment to human rights principles, gender equality and non-discrimination approach in all their work
Requirements:
- Degree in Medicine with a specialty in pediatrics, family medicine, or maternal and child health. An MSc in public health or public health management or experience in primary health care in emergency and post-emergency situations is an asset
- Primary health care, reproductive health, care practices, immunization, IYCF(-E), Management of malnutrition, MHPSS.
- 3-5 years of previous related experience in pediatrics, maternal and child health, and nutrition service delivery in Lebanon, including strong knowledge of national regulations and requirements for primary healthcare centers, and management of health care workers.
- Experience with complex programming highly desirable
- Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country
