Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

The Public Health Officer will be responsible:

Under the direct supervision of the Medical Manager and the Health Program Manager (once recruited), the Public Health Officer will participate in assessing, selecting and development of improvement plans of PHC facilities in Southern Lebanon to support. The Public Health Officer will provide direct supportive supervision to PHC facilities, in collaboration with the Medical Manager and the Health Quality officer (henceforth the public health team) to the selected PHC facilities, with an emphasis on provision of supportive supervision to the PHC facility manager on ensuring the PHC facility is operational within the 6 health systems building blocks. The Public Health Officer will also support the Medical Manager in coordinating the implementation with national and local stakeholders, such as MoPH, Health Sector, municipalities etc. The Public Health Officer will be responsible to lead ACF efforts to guarantee high quality and efficient primary healthcare service delivery at supported PHC facilities.

Objective 1: Design and Implementation of PHC facility support (40%)

  • Collaborate with the Medical Manager and South level stakeholders to coordinate and implement public health response activities in the South
  • Participate in assessments and selection of PHC facilities aligned with the AAH PHC facilities selection SOP
  • Develop, in collaboration with the health and nutrition coordinator, the head of base and the public health team, a standard MoU to ensure roles and tasks are clear to ACF and the PHC management, and is compliant with MoPH, Health Sector, donor and ACF regulation.
  • Together with the medical Manager ensure the MoU is complete, understood and signed by all relevant parties.
  • Guide and implement activities, monitor progress, and recommend improvements
  • Ensure the quality of trainings and provide supportive supervision to the PHC manager to improve service delivery in PHC facilities
  • Participate in creating and organizing capacity development plans of PHC facility staff and developing supportive supervision guidelines.

Objective 2: Strategic and Technical Support (30%)

  • Build on good practice, experience and assessments in the framework of Action Against Hunger's organizational development strategy
  • Provide support to the PHC facility manager to identify gaps in quality standards and develop implementation plans in the supported PHC facilities
  • Provide support to ensure the PHC manager is able to successfully manage the PHC facility with the available resources within the 6 health systems building blocks.
  • Monitor and provide support for implementation improvement plans through regular visit at the supported PHC facilities and ensure the quality of services provided.
  • Participate in providing support on medicines and medical supplies stock management to relevant parties at the PHC facility in collaboration with the ACF logistics team.
  • In collaboration with other public health team members and the health and nutrition coordinator, analyse and monitor epidemiological trends in the areas of intervention.
  • Ensure the PHC facility in collaboration with the Medical Manager, is able to recognize epidemiological trends, and early warning signs and provide appropriate reports on this.
  • Ensure the basic amenities, such as water, sanitation, and energy facilities, of the PHC facilities, with support of WASH technical colleagues, are aligned with MoPH and WHO standards.

Objective 3: Coordination and Representation (10%)

  • Participate in coordination meetings related to the South when requested by the Medical Manager or Head of Base
  • Ensure compliance principles and the Humanitarian Program Cycle in delivering Action Against Hunger’s health response
  • Engage in teamwork with Head of Base and Department Heads in other technical areas to develop an integrated multi-sectoral approach, with a special emphasis on Nutrition and WaSH.
  • Coordinate with the PHC facility manager to map other health care institutions, social service organizations, or other agencies present in the catchment area to enhance and foster holistic care through patient referrals.

Objective 4: Quality monitoring and ensuring accountability to affected populations (10%)

  • Ensure compliance with national MoPH protocols and AAH national and international standards and guidelines
  • Participate in providing support in ensuring a well-functioning and accessible complaint and feedback mechanism is in place in each supported PHC facility.
  • Ensure protections principles are upheld into PHC facilities and adopted by the health workforce at PHC level.
  • Ensure confidentiality is respected at all levels.

Objective 5:  Security

  • To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
  • To communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 6: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • ACF employees will show commitment to human rights principles, gender equality and non-discrimination approach in all their work

Requirements:

  • Bachelor’s degree in nursing, midwifery or other relevant degree with a Master’s degree in Quality Management, Health Management or Public Health or equivalent.
  • Primary health care, reproductive health, care practices, immunization, IYCF(-E), Management of malnutrition, MHPSS.
  • 2 years of previous related experience in health and nutrition in Lebanon, including knowledge of national regulations and requirements for primary healthcare centers, and management of health workforce teams. Experience with complex programming highly desirable 1 years of experience in supporting primary health care facilities.
  • Experience in nutrition programs is desirable
  • At least 2 years’ experience in humanitarian or developmental sector in Lebanon or training in emergency response or disaster management in the context of public health
