Assignment Context:

There are approximately 1,100 Primary Health Care (PHC) centres and dispensaries that provide a range of ambulatory health services varying from medication dispensing only to a comprehensive package of services including vaccination, management of childhood illnesses, reproductive health, non-communicable diseases, mental health, and the management of various acute conditions. The vast majority of these PHC centres and dispensaries is owned and managed by NGOs, with a few owned and co-managed by municipalities or the Ministry Of Public Health (MOPH) or the Ministry of Social Affairs (MOSA). The MOPH established a national network of PHC centres (national PHC network), aiming at increasing coverage and quality of care. There are currently around 250 PHC centres that are part of the network and that are bound by a contractual agreement with the MOPH whereby they benefit from in-kind support such as essential medications for acute and chronic diseases, vaccines and training, amongst others. The medications for acute conditions are provided directly by MOPH to the PHC centres via the Central Drug Warehouse and based on orders from the centres via the electronic system (PHENICS). In terms of chronic medications, the MOPH has a contractual agreement with the Young Men's Christian Association (YMCA) to procure, manage and dispense chronic medications; around 420 to 470 PHC centres and health dispensaries are adherent to the MOPH-YMCA network of chronic medications program. WHO has been working on strengthening the health system to ensure continued access to essential services, particularly the provision of medications for the ongoing management of acute and chronic diseases, including mental disorders. A main challenge is the suboptimal access to facility-level data on stock or on beneficiaries. Available data from the PHC is already showing an increase in consultations and requests for medications. There is a need to monitor the current situation in relation to essential medications access and utilization at PHC and health dispensary level. The main objective of this assignment is to improve field monitoring on essential medications (acute and chronic including mental health) being dispensed at primary health care centres and health dispensaries.

Tasks:

Within the delegated authority and under the supervision of Pharmacist National Professional Officer or his/her designated mandated representative(s), the UNV Field Monitoring Assistant will: • Conduct field visits on national level (across different regions) as well as remote monitoring (by phone when needed) to primary health care centres and dispensaries • Support in communication with the PHC centres and health dispensaries as requested, and ensure providing active feedback and timely reporting • Assist in preparations for meetings; draft emails, notes for the record, minutes of meetings and other documents as needed • Assist in preparations for training workshops; draft email invites, coordinate attendance with partners, monitor attendance, write training reports, etc. • Coordinate and communicate with partners for follow up • Prepare and review documents, reports, presentations as required • Accompany WHO staff in field missions and meetings • Any other related tasks as may be required or assigned by the supervisor.
