Job Description
UNDP launched the Anti-Corruption for Trust in Lebanon Project in March 2019 toenable the adoption and measurable progress in the implementation of an integrated and targeted approach to preventing and combating corruption that is in line with Lebanon’s commitments under the UN Convention against Corruption (UNCAC) to which Lebanon is a State Party since 2009, the National Anti-Corruption Strategy (NACS) adopted by the Government in May 2020 and the SDG 2030 agenda. It is also aligned with the Reform, Recovery, and Reconstruction Framework (3RF).
The Project focuses on the achievement of four outputs:
Output 1: Capacity to oversee and monitor national anti-corruption strategy institutionalized and supported.
Output 2: Specialized anti-corruption legislation enacted and supported for effective implementation.
Output 3: National Anti-Corruption Institution operationalized and strengthened.
Output 4: Corruption risk management mechanisms integrated in key vulnerable sectors.
Moreover, Lebanon is moving forward in the legislative anti-corruption agenda, as the country’s first-ever national anti-corruption strategy, which was developed within this framework and adopted by the Council of Ministers in May 2020, provides a solid and detailed vision for moving forward. Future reform efforts would also benefit from building on the achievements made and lessons learned in the context of related initiatives including in Parliament, the judiciary, civil society, and the business community. This includes, among other things, the key anti-corruption legislative reforms that were adopted in recent years on access to information (2017), whistle-blower protection (2018) and its amendment (2020), the establishment of a national anti-corruption institution (2020), asset and interest declaration and anti-illicit enrichment (2020), and asset recovery (2021), and ongoing efforts to tackle gaps in laws and regulations and the implementation thereof.
The project will be managed and coordinated by UNDP Lebanon, which will directly implement national activities. The project will also closely coordinate the implementation with the regional office’s the Anti-Corruption and Integrity in the Arab Countries (ACIAC), as well as line ministries, universities, civil society organizations, etc. building on existing strategies and interventions directed at strengthening inclusive and effective governance.
Position Purpose:
UNDP Lebanon is looking to hire a Chief Technical Advisor (CTA) to lead the project team and be responsible for providing overall strategic leadership and guidance to the project implementation under the overall strategic guidance of the UNDP Resident Representative and direct supervision of Deputy Resident Representative and in coordination with the Governance Programme Manager.
- Provide policy, strategic and technical advice to UNDP Senior management on all aspects related to anti-corruption work.
- Provide high level strategic technical and advisory to the national counterparts and the international community (incl. project donors), based on international and regional best practices.
- Reinforce synergies between anti-corruption and other UNDP projects.
- Provide guidance to the Project’s team to synchronize the day-to-day project implementation with the project’s strategic directions.
- Support and advise for the preparation or revision of key planning, monitoring, and evaluation documents based on risk assessment.
- Lead partnership-building with local and international stakeholders to support the strategic implementation of the project.
- Build and maintain contacts and collaborative relationships with decision-makers, including ministers, parliamentarians, and executives as well as thought leaders and prominent activists who work on anti-corruption.
- Engage national, regional, and global partners in project responses, including relevant donors and/or development partners.
- Advise and collaborate with UNDP projects to leverage technical and other resources for the anti-corruption project.
- Ensure that the project’s approach is understood and supported by national and international stakeholders and that UNDP’s contribution in this regard is effectively positioned within the national and international efforts to fight corruption.
- Ensure the scaling up and sustainability of the project. Mobilize resources in support of the project
Quality control and assurance:
- Provide quality assurance to ensure that the team is performing efficiently and effectively and achieving the desired results in line with project strategic directions.
- Provide quality assurance to ensure alignment of anti-corruption policies and programming, with UNDP’s global development policies and international norms and standards.
- Coordinate and contribute to the delivery of demand-driven advisory services to government counterparts and/or regional and international organizations ensuring professionalism in support (e.g. timeliness/ responsiveness, quality in deliverables, with global coordination etc.);
Knowledge Management:
- Lead the preparation of practical, action-oriented, and relevant knowledge products pertaining to anti-corruption efforts in Lebanon.
- Guide the promotion of knowledge exchange and developing and disseminating evidence and lessons learned from Lebanon.
- Contribute to, and participate in, relevant country level, regional and global knowledge sharing events.

- Master's degree or equivalent in political science, law, social science, international development, public administration, or a related topic
- Minimum 10 years of experience in increasingly responsible positions in the international context on governance, specifically on anti-corruption, and preferably on technical advice.
- Experience with the Lebanese context or the Arab region will be an asset.
- Experience in leading resource mobilization, partnership building, and stakeholders’ engagement will be an asset.
- Experience in the quality control and assurance will be an asset.
- Experience in providing strategic direction for the project within a high-risk volatile context will be an asset.
- MS Office and MS Project Manager.
Language:
- Proficiency in oral and written English
- Proficiency in written and oral Arabic or French is an advantage.
