Organizational Setting
FAO assistance in Lebanon is shaped by the FAO Country Programming Framework (CPF), which has been jointly prepared with the Government and other development partners. The CPF reflects priorities of relevant national development strategies and plans, including the Strategy for the Ministry of Agriculture (2015 – 2020), the Lebanon National Forestry Programme (2015 – 2025) and the Strategic Roadmap in Support of Fisheries and Aquaculture in Lebanon (2014 – 2019). The CPF contributes to FAO’s Strategic Objectives and is fully aligned with the Sustainable Development Goals (SDGs). It is centered on two main government priority areas:
• Expanding economic and livelihood opportunities for the benefit of local economies and the most vulnerable communities through strengthening the resilience of smallholder producers and upgrading capacities for sanitary and phytosanitary control and management of food safety and quality systems; and
• Improving the performance of the agriculture sector with respect to economic, social, environmental and sustainable rural development through supporting improved and innovative sustainable agricultural production, sustainable land, forest and water management, and agricultural value chains development.
Reporting Lines
The incumbent will work under the overall supervision of the FAO Representative in Lebanon, the direct supervision of the National Project Manager, in close collaboration with staff in the FAO representation.
Technical Focus
The Project Assistant will be responsible for providing a variety of administrative and financial support functions for project “Strengthening the resilience of vulnerable smallholder farm families affected by the economic crisis and COVID-19 pandemic – GCP/LEB/036/CAN” in accordance with FAO’s rules and regulations.
Tasks and responsibilities
Administration
• Prepare routine correspondence to support the implementation of project activities including but not limited to request for data verification, answer queries, and obtain additional information on transactions and financial matters;
• Maintain local inventory records with responsibility for proper recording of assets, their maintenance and safeguard;
• Maintain a filing system of administrative and financial documents;
• Update the project team on FAO procedures and regulations in relation with the project implementation, recruitment and procurement;
• Assist in procurement and contract management process including: identification and quantification of equipment and supplies to be procured; preparation of procurement documents; goods receipt, distribution and installation; monitoring of contract/purchase order (PO) deliverables and payments;
• Organize and coordinate meetings, workshops, and field trips;
• Provide logistics arrangement for project related travel including hotel reservations, preparation of travel authorization forms and information pertinent to purpose of travel, DSA payments, as well as, other entitlements and claims;
• Act as a security focal point for the project, under the guidance of the office security focal point;
Finance and Budget monitoring
• Reconcile expenditures, balances, payments, statements and other data; assist in the preparation of recurring and special reports by preparing and editing data in appropriate format as requested; monitor project, programme and general project accounts;
• Maintain detailed records of budget estimates, obligations and available balances; record receipts and disbursements (ledgers, cash books, vouchers, etc.);
• Oversee the timely payment of project related commitments;
• Perform other duties as assigned by the supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University Degree in Business Administration, Finance, Accounting, or a relevant field preferred.
• 3 years of practical experience in general project/office operational activities, and progressively responsible experience in operations works.
• Proficiency in English and Arabic.
• National of Lebanon.
