The We Lead Programme strengthens the potential of rights holder organisations to both claim a more prominent role in broader SRH-R and human rights advocacy spaces, and develop and pursue their own advocacy agenda. The programme believes in the right of every individual to decide about her, his or their own body and sexual and reproductive life. To this end, it brings together the four rights holder groups within inspiring national level Communities of Action (CoAs) and empower them to build inclusive movements. In the CoAs, the programme encourages and enables the rights holders to shape and sharpen their SRH-R advocacy strategies and define joint actions. These spaces are not formal networks

SIDC’s interventions will contribute to We Lead’s change objective: play a leading role in strengthened and inclusive organizations and movements that enjoy increased public support and have convinced duty-bearers and health service providers to take steps towards implementing laws, policies, and practices by focusing on intermediate outcomes 2 and 3.

For intermediate outcome 2: The public increasingly acknowledges and supports young women’s SRH-R services and information. To do so, SIDC will capacitate rights holders and their organizations to implement activities to influence their direct environments. Also, SIDC aims to capacitate rights holders and their organizations to implement activities that influence public opinion on SRH-R issues. Finally, communication campaigns and positive messages will be developed by rights holders encouraging the public opinion to become increasingly supportive of the SRH-R rights holders.

For intermediate outcome 3: Health service providers are more aware of the SRH-R needs and situation of rights holder groups, and increasingly provide accessible, comprehensive, high quality, inclusive, and respectful SRH-R information and services. To do so, health service staff and managers will be made aware of rights holders’ SRH-R needs and increase their accessibility to information and services. Finally, SIDC will be ensuring that HSPs are more aware, knowledgeable, and responsive to rights holders’ SRH-R.

Within the framework of “We Lead” Programme, SIDC is seeking a consultant to prepare and conduct an assessment to analyse the risk, safety, security and information needs of the population targeted during project implementation.

Consultancy Details:

1. Objectives

The consultant will be responsible for developing a needs assessment in order to:

  • Analyse the risk, safety, security of the project implementation.
  • Assess the target group’s competencies (knowledge…) in SRH that need to be reinforced during project implementation.
  • Provide recommendations and best practices to guide SIDC in preparing risk, safety, security and information mitigation and in adapting the project’ interventions accordingly.

2. Scope of Work:

The consultant's tasks will include:

  1. Review available documentation (studies, reports, programs) related to SRH-R needs and situation of rights holder groups (Resilient young women with disabilities, living with HIV, affected by displacement and/or identifying as LBTI) in Lebanon.
  2. Develop a needs assessment with a comprehensive methodology (quantitative and qualitative) and tools that aim to analyze the risk, safety, security and the competencies (knowledge…) of the population targeted with relation to SRH-R.
  3. Collect data and analyze them.
  4. Develop a detailed report including recommendations and best practices that guide the project interventions

3. Deliverables:

The consultant will be expected to deliver the following:

  1. Methodology and tools to conduct the needs assessment.
  2. First draft of Needs assessment to be validated
  3. Final draft of the needs assessment report including recommendations, best practices and proposed interventions plan.

Qualifications and experience

The consultant should possess the following qualifications and expertise:

  • Proven experience in preparing and conducting a needs assessment falling in the scope of the targeted population.
  • Previous experience working with NGOs or within the non-profit sector, ensuring familiarity with the sector's unique characteristics, constraints, and complexities.
  • Experience and understanding of young women with disabilities, living with HIV, affected by displacement and/or identifying as LBTI and the Lebanese context.
  • Excellent communication skills (Arabic and English) to convey the concept of the needs assessment to the concerned organizations and be able to clearly transmit the findings and resulting data.
  • Ability to work independently and meet deadlines.

Commitment to Quality Work

The Consultant shall use an evidence-based approach and ensure the highest standard of work and timely deliverables at every stage of this assignment. In particular, the Consultant shall ensure clarity of objectives and process during consultations; countercheck all facts and figures cited; ensure that the content and format of the deliverables meets the highest standard for such documents; and ensure proper editing and clarity. The contractual partner will not publish in any form the results of this assignment without prior​ ​written​ ​consent​ ​of​ ​the​ ​contractor. The contractual partner will be solely responsible for the professional quality of his/her/their work and the timely completion​ ​of​ ​the​ ​assignment.

Remuneration

The Consultant shall provide their expected daily rate. Evidence of rate history from previous consultancies in the past three years is required. The final amount will be agreed by all parties before a contract is issued.

Evaluation of the proposals

Received proposals will be evaluated using the following criteria:

Individual consultants will be evaluated based on a cumulative analysis methodology. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a weighted set of technical and financial criteria.

* Technical Criteria weight – 80%.

* Financial Criteria weight – 20%.

The evaluation committee will review the technical proposal based upon the technical criteria listed above.  The committee will also assess the reasonableness of costs and the cost-effectiveness of the budget and will determine whether the costs reflect a clear understanding of the assignment requirements. A contract will then be offered to the selected consultant.
