Division Summary
IDG’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, The LEGO Foundation, Bill and Melinda Gates Foundation, and other donors and clients.
Project Summary
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Summary
RTI is seeking a Human Resources Manager in Lebanon. The HR Manager will be responsible for the administration, coordination, and facilitation of HR programs, processes, and operational support services for the activity.
Place of work: Beirut, Lebanon
Supervisor: Senior Finance and Operations Director
Responsibilities include but not limited to:
- Develop, review, disseminate, and ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, client rules and regulations, RTI policies, values, ethics, procedures and strategies; effective implementation of the internal control framework and proper functioning of the HR policy framework
- Disseminate HR communication, priorities, and allocated tasks; and ensure strict adherence to procedures around selection and recruitment of temporary and longer-term staff
- Organization of recruitment processes through the provision of input to short-listing process, screening of candidates, setting up and participation in interview panels including documentation processing for offers and deployment
- In liaison with the COP, local country insurance brokers and IDG HR Business partner or RTI Regional Office track Private Medical Insurance (PMI) expiry dates and follow up on renewals
- Maintain HR (including non-personnel) files; Track and compile the project leave schedules, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording; Advise staff on their leave entitlements
- Provide advice and ensure proper staff performance management process in the project including performance planning, documentation of reviews, and end of year performance appraisal. To ensure the deadlines for documentations and analyses are met
- Assists in fostering of project staff learning initiatives with the consultation of the HR Business Partner or Regional HR; recommending and enrolling project teams into short-term courses that are beneficial to the project and in accordance RTI University courses and individual learning plans
- Lead full cycle project recruitment and onboarding
- Lead processing of documentation for onboarding full-time positions, STTA contracts, regulatory filings, etc.
- Develop job descriptions, keeping them updated with evolving requirements, and posting job requisitions.
- Review incoming applications and screen shortlisted candidates and arrange the interview schedule and ensure all interview feedback is available.
- Prepare offers for selected candidates after ensuring proper approval
- Orientation and induction focal person; Provides information to staff members on their employment conditions and entitlements, including on-entry briefings, facilitate CCN orientation and file orientation reports as espoused in the project on orientation and induction
- Track and update the project Staff Census; Maintain RTI’s projects manual and excel based personnel database and supporting use of its information by project staff for planning and administration purposes.
Minimum Qualifications:
- Bachelor's Degree in business management or a related field and 8 years of experience, or a Master's degree and 6 years of experience, or equivalent combination of education and experience.
- Experience in local labor and employment laws and legal resources.
- Familiarity with international development systems and policies. USAID experience preferred.
- Experience leading recruitment and onboarding efforts on a USAID-funded project
- Experience working on USAID project startups and closeouts preferred
- High degree of professionalism, discretion, and cultural sensitivity.
- Ability to work independently as well as in a team environment.
- Strong negotiator with ability for partnership and collaboration.
- Strong writing and presentation skills with ability to communicate well within and across diverse groups and perspectives.
- Proficiency in English is required.
- Ability to work throughout Lebanon.
