Context:
Mercy-USA is currently looking to hire an experienced Human Resources Coordinator to assist in running the HR department in the Lebanon Office to ensure the office continuous compliance with all donors’ rules, regulations and requirements.
Child Safeguarding and Prevention of Sexual Exploitation and Abuse Disclaimer:
Mercy-USA is committed to child safeguarding and PSEA at all operational levels to protect its staff, volunteers and beneficiaries from the harm that arises out of sexual exploitation and abuse. Mercy-USA conducts background checks on all new hires including requesting police reports. When individuals are terminated from Mercy-USA because of claims related to child safeguarding or PSEA, after investigation, they are reported to relevant authorities and added to relevant criminal/abuser registries to ensure they are not hired again by other INGOs, local NGOs or the UN.
The Role and Responsibilities:
HR Policies and Procedures:
Assisting in the development and implementation of HR policies, procedures, and guidelines.
Ensuring compliance with legal requirements and maintaining employee handbooks or manuals
Update/improve on the current processes and policies to ensure continuous improvement.
Oversee the day-to-day implementation of the Human Resources related responsibilities in Mercy-USA Country Office.
Always ensure employees adherence to Mercy-USA HR policies and procedures and act as the point of contact to answer any queries employees might have.
Line Manage the Human Resources employees within the HR department.
Recruitment and Onboarding:
Assisting with the recruitment process by posting job ads, reviewing resumes, conducting initial, screenings, scheduling interviews, and coordinating the onboarding process for new hires.
Facilitate the employment introduction and conduct exit meetings.
Employee Records and Documentation:
Maintaining accurate and up-to-date employee records, including personnel files, contracts, and other relevant documentation.
Handling employee data with confidentiality and ensuring data protection.
Ensure the proper review of employees’ timesheets, attendance, leaves to ensure the accurate preparation of the monthly payroll.
Address and follow up on recommendations provided by the Internal Audit & Compliance department.
Employee Benefits and Compensation:
Assisting with administering employee benefits programs, such as Salary, Severance Pay and leave policies.
Coordinating with employees and relevant departments to address benefit-related inquiries or issues.
Assisting with compensation-related activities, such as salary reviews and bonus programs.
Coordinate with the finance department and inform employees of any updates/changes to labor law, NSSF and donors’ regulations.
Prepare the monthly payroll.
Employee Relations:
Assisting in promoting positive employee relations by addressing employee concerns, grievances, or complaints. Assisting with conflict resolution and disciplinary procedures as needed. Supporting employee engagement initiatives and activities.
Training and Development:
Assist in the capacity building of existing employees, develop and track the training/capacity building plan in coordination with the Head of Departments.
Assisting in coordinating training programs, workshops, and professional development initiatives. Maintaining training records and assisting employees with training-related inquiries.
Oversee and supervise the development of employee appraisal process and ensure proper
implementation of performance appraisal.
HR Systems and Data Management:
Assisting with the implementation and maintenance of HR information systems (HRIS). Ensuring data accuracy and generating HR reports as required. Assisting with HR analytics and data analysis.
General HR Support:
Providing general administrative support to the HR team, including managing correspondence, scheduling meetings, organizing HR events, and handling HR-related inquiries from employees
Minimum Hiring Requirements:
Minimum of 3 years of professional experience in Human Resources Management, ideally with an NGO.
Bachelor degree in Human Resources Management, Business Administration or any related fields.
Strong knowledge of payroll processes and labour legislations.
Strong verbal and written command of the English & Arabic languages is a must.
Proficient with Microsoft Office Suite.
