Wide Approach to Sustainable Livelihood (WASL) was founded in 2017 and operates within the regions of Lebanon and Syria. As an autonomous and non-political organization, WASL is dedicated to delivering strategic services and comprehensive support for projects focused on revitalizing and rehabilitating communities impacted by conflicts. Our array of services encompasses expert analysis, customized guidance, access to local expertise, program development, operational execution, capacity enhancement for grassroots initiatives, monitoring and evaluation, and comprehensive assessments.
WASL is currently engaged in the implementation of various humanitarian and development initiatives and is in search of a qualified Financial Officer to effectively oversee the financial aspects of these projects. We are actively seeking an experienced Finance Officer with a minimum of 2-4 years of financial management expertise, specifically within the context of development projects funded by international organizations. The ideal candidate will possess a robust comprehension of international donor financial guidelines, regulations, and adherence. Proficiency in financial software and Microsoft Office tools, coupled with strong analytical and communication abilities, is of paramount importance. Proficiency in both English and Arabic is required. The Finance Officer role demands meticulous attention to detail, adeptness in juggling multiple responsibilities within a dynamic setting, and a willingness to travel to Syria as required.
Key Responsibilities:
- Oversee the financial management , ensuring compliance with donor guidelines, international financial standards, and local regulations.
- Petty cash and recording and management
- Collaborate with project teams of partner organizations to prepare accurate and detailed project budgets, monitor spending, and track expenses against approved budgets.
- Manage financial reporting, including the preparation of income and expenditure statements, balance sheets, and cash flow reports for both internal and external stakeholders.
- Undertake financial monitoring visits to the field to help ensure quality is maintained in all aspects of financial management
- Implement effective procurement procedures, adhering to both donor and local procurement regulations, and maintain documentation of all procurement activities.
- Conduct regular financial reviews, identify discrepancies or variances, and provide recommendations for corrective actions to ensure efficient resource utilization.
- Liaise with local financial institutions and manage currency exchange considerations.
- Collaborate closely with project teams and local partners to build their financial management capacity and provide guidance on financial best practices.
- Assist in the preparation and coordination of audits, ensuring proper documentation and adherence to audit recommendations.
- Monitor and assess financial risks, proposing strategies to mitigate potential challenges to project financial management.
Qualifications and Experience:
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field; advanced degree is a plus.
- Minimum of 2-4 years of progressive experience in financial management, preferably with a focus on development projects funded by international organizations.
- Strong understanding of international donor financial guidelines and regulations.
- Proficiency in financial software and Microsoft Office applications, especially Excel.
- Excellent analytical skills and attention to detail.
- Effective communication and interpersonal skills to collaborate with diverse teams and stakeholders.
- Ability to work in a fast-paced environment and handle multiple tasks simultaneously.
- Fluency in English and Arabic is required.
- Willingness and ability to travel to Syria regularly.
