CONTEXT
Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide to everyone, especially children, equal chances and opportunities of survival and development.
CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:
- Prevention and screening from an early age, particularly through school health programs.
- Care and surgery to meet the most urgent needs of children and their mothers.
- Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
- Construction and equipment of hospital facilities adapted to local needs.
CDE has been implementing humanitarian activities in Lebanon since 2005, working through local partners, such as HeartBeat, in order to provide access to medico-surgical care to children suffering from cardiopathies and orthopedics disabilities. Late 2020, CDE eventually opened its mission in Lebanon to respond to growing needs due to the significant deterioration of the situation. Since then, CDE is implementing activities related to the tertiary healthcare, including several aspects such as the strengthening of the healthcare system, early detection of congenital orthopedics disorders, psychosocial support, etc. via direct and indirect (through local partners) implementation.
GENERAL DESCRIPTION
Under the management of the Head of Mission, the Logistics and Security Assistant is responsible for the implementation of all CDE procedures applicable related to logistics, security and safety. S/he is charge of the timely and adequate coordination with all the relevant departments, especially the Program department, to ensure strict compliance with donors and CDE procedures; along with ensuring a safe and secure environment from workspace to project implementation.
MAIN RESPONSIBILITIES
I. LOGISTICS
1. Procurement
- Ensures timely planning for procurement of goods, services and works, through leading project procurement plan in close collaboration with the budget holders;
- Is responsible for the drafting and follow-up of logistics-related contracts;
- Ensures donors and CDE procedures are respected at all time, by ensuring a competitive and transparent procurement process and systematically seeking the best quality / price / delivery time ratio;
- Follows the various communication flows and validation process of CDE;
2. Management of premises and assets
- Follows-up on the maintenance needs of the CDE premises, as well the maintenance needs of CDE assets.
- Ensures the appropriate management of the stock, and ensures updated inventory and labeling of CDE assets;
- Controls the stock of office supplies;
- Trains and sensitizes CDE team on a regular basis on the appropriate use and storage of CDE premises, supplies, and assets;
- Is responsible to timely report any mismanagement of CDE assets and infrastructure.
3. Fleet and Transportation
- Manages the rented car and any kind of transportation necessary for the timely rollout of CDE team activities, in particular taxis;
- In charge of ensuring the strict respect by CDE team of CDE policies and of training/sensitizing CDE team on transportation-related aspects (movement SOPs, driving test, incident management, etc.);
- Is responsible to ensure appropriate movement planning, timely transportation booking and adequate maintenance of CDE fleet (as per the contract in place);
- Organizes the reception of international freight, if need be: custom clearance, tax exemption, final delivery.
4. Information Technology (IT) and Communication
- Provides IT/technical support to CDE team and liaise with IT service provider and IT HQ department where need be;
- Ensures adequate and timely availability of all the communications means necessary, based on the context and needs;
II. SECURITY AND SAFETY
- Performs daily follow-up of the security and safety situation in Lebanon, and share relevant information on a regular basis with CDE team;
- Ensures that appropriate security guidelines are communicated, adhered to, strictly applied by all international and national employees and regularly reviewed in collaboration with the relevant departments;
- Participates in security and safety training and sensitization to CDE team, including briefings and regular refreshers;
- Participates in security assessment and contributes to update CDE’s security guidelines in Lebanon according to the evolution of the context;
- Timely shares security and safety information of importance with the Head of Mission, and timely sends accurate incident reports to the Head of Mission / HQ;
- Manages and ensures the security and safety of all CDE premises (office), assets and fleet;
- Supports all CDE departments on cyber-security and data safety.
III. NETWORKING AND EXTERNAL REPRESENTATION
- Regularly liaises with other actors’ (NNGOs, INGOs…) logisticians to share information, best practices and data where relevant;
- Supports with external representation of interest with the humanitarian sector (working groups, etc.), suppliers, partners, authorities, donors, etc. – in close collaboration with the Head of Mission and the relevant CDE departments;
- Maintains and develops CDE’s networks pertaining to the security and safety context in Lebanon.
IV. STRATEGY AND GRANTS
- Provides timely and relevant logistics, security and safety inputs to the Head of Mission to ensure a relevant CDE country strategy;
- Contributes to proposals/amendments writing and donors’ reports in particular by budgeting the logistic needs;
- Participates in the identification and selection process of partners (due diligence) and supports partners where needs be pertaining to logistics, security and safety aspects;
- Supports in the preparation and conduction of audits as regards the logistics, security and safety aspects.
- Contributes to the development of the necessary policies pertaining to logistics, security and safety, in close collaboration with the Head of Mission, and with the technical support of HQ Logistics and Security Referents.
V. Others
- Ensures timely reporting such as the monthly Logistics report (Purchase follow-up, list of equipment, vehicle and generator costs/consumption report, stock report), the list of suppliers and the contracts follow-up.
- Ensures close collaboration with all relevant CDE departments on specific topics requiring joint expertise (covid-19 safety, international movements, contracts follow-up, etc.)
- Supports, in close collaboration with the HR, for international movements of CDE staff and HQ visitors
- Is responsible to ensure timely and adequate archiving of the logistics, security and safety-related documents (soft/hard), as per CDE guidelines;
Any other tasks as requested by the Head of Mission.

PROFILE
Academic background
Diploma in Logistics or Business administration or equivalent diploma [required]
Working experience
At least 2 – 3 years of experience in logistics (incl. procurement) [required]
Experience in field security [required]
Experience in IT [required]
Existing networking in the logistics and security fields is a plus
Previous experience in the humanitarian field is a plus
Specific skills
Strong commands of Microsoft office suite (Word, Excel, Outlook, PowerPoint) [required]
Strategic thinking, capacity to analyze and propose solutions [required]
