The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer, under the BDQA's guidance, will oversee the effective implementation of DOTLebanon's projects. The selected candidate will play a crucial role in designing and implementing lessons learned from M&E findings and handle the Quality Assurance’s required tasks efficiently. He/She will handle M&E activities, report project progress regularly, maintain an online database, collect and analyze project-related collected data, and uphold the organization's overall deliverable quality. The Monitoring, Evaluation, Accountability and Learning Officer will work in close collaboration with the different units within the organization.
Project Implementation:
Collect data for outcome monitoring and other assessments as needed and following data collection protocols.
Assist in developing and strengthening monitoring and evaluation plans.
Assist in developing monitoring and impact indicators for the projects.
Follow up on monitoring frameworks of projects.
Assist in monitoring and evaluating the overall progress on achievement of results.
Develop questionnaires and M&E tools.
Provide feedback to the BDQA Manager, Project Managers and Country Director on project progress and activities.
Ensure relevant, timely, and quality support to the Field Officers on assessments and evaluations
Provide feedback as required on field observations and monitoring findings to the Direct Manager.
Ensure data collected is shared with relevant units and project managers and is adequately stored.
Ensure adherence to planned schedules, data collection targets, and reporting deadlines
Manage the M&E online database and ensure the data is accurate, updated and complete.
Monitoring:
Assist in developing and revising questionnaires/data collection tools
Digitize MEAL tools and summative assessments on DOT Lebanon’s Learning Management System
Support Field Officers in the data collection and data entry process in the online platforms and provide them with technical support on data collection tools and processes
Assists in the processing, analysis and reporting of data when needed
Properly and systematically archive data in e-library
Keep accurate records of all data (Soft and Hard), monitor the online tools results, and box files
Conduct field visits to monitor data collection process
Analyze pre and post tests results
Train the field team on the data collection and data entry process on the online platforms
Ensure a proper implementation of the M&E procedures on the field
Supporting the field team with any M&E related matter
Evaluation:
Conduct Lessons learned workshops for all projects on a timely basis (mid-project and/or end-of-project evaluation).
Ensure recommendations and results of Lessons learned are shared with relevant staff to be included in new projects.
Learning:
Conduct interviews and focus group discussions to collect qualitative data
Participate in the development and implementation of assessments, studies, surveys and data collection methodologies
Assist in the timely preparation of data analysis at area level
Conduct regular focus group discussions and surveys with beneficiaries after the end of the training
Monitor the quality and completeness of data sets
Support in the analysis, interpretation and reporting of results
Monitor all evaluations used tools on time
Collect and store all data analysis results and recommendations on a platform where all stakeholders can extract actions for their future projects and/or activities.
Conduct surveys and field partnership evaluations to gather feedback from Area Managers and Partners
Reports:
Report monthly, quarterly, half-yearly and annual progress on all projects’ activities supported by activity reports done by field officers and/or area managers
Report monthly on the Indicator Tracking Tool that will be developed for each project
Support in writing the progress narrative reports (monthly, quarterly, annual). Participate in annual project reviews and planning workshops
Prepare data sheets for donors and internal use
