Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The Data and Accountability Assistant will be responsible of:
Under the supervision of the MEAL Manager, the data and accountability officer ensures high quality data management at a base level and follows-up on all accountability related issues, including management of the feedback and complaints mechanism and base-level referrals.
Objective 1: Ensuring that referrals are managed in line with country-level and AAH standards at a base-level (20%)
- Facilitate referrals on a daily basis using the referral information management system (RIMS), with a focus on quality
- Ensure timely responses to both incoming and outgoing referrals
- Meet regularly with other AAH teams to ensure timely follow up of referrals
- Have a high-level understanding of stakeholders mapping and ensure that referrals are sent accordingly
- Glean lessons learnt from referrals, and support with high level reporting on referrals trends
Objective 2: Operate the feedback and complaints mechanism (FCM) at a base level, with necessary data entry and case follow-up (50%)
- Answer hotline, WhatsApp calls, and WhatsApp messages on a daily basis in line with the tasks assigned by the MEAL Manager
- Operate complaints desks through AAH implementation as assigned by the MEAL Manager
- Accurately log and follow up on all complaints received, ensuring that timely response is managed
- Facilitate follow-up of complaints through appropriate channels by initiating informal or formal investigations
- Ensure that all data collected remains confidential and protected
- Support with investigations, both formal and informal, at the request of the MEAL manager
- Host or support hosting of regular follow up meetings with other AAH departments to close ongoing complaints, at the direction of the MEAL Manager
- Ensure the archiving of all related support documents for all complaints, including all documents for levels 2, 3, and 4 complaints
Objective 3: Conducting field follow-up for sensitive accountability cases, when necessary (5%)
- Conduct a field follow-up on sensitive cases for information gathering when a serious (3 or 4) complaint arises at the direction of the MEAL Manager
- Write up reports regarding findings of such visits and ensure sharing with appropriate parties
- Ensure all corresponding documents are properly archived
Objective 4: Collecting, entering, managing, analysing and reporting on key data, including but not limited to data from referrals, FCM, and beneficiary selections (15%)
- Manage the FCM and referrals log data to ensure that all data cleaning standards are respected
- Support with the creation of regular reports that reflect key lessons learnt and trends in data for FCM and referrals
- Support with data cleaning and reporting for the data validation during beneficiary selection at the direction of the MEAL Manager
- As needed, follow-up on cases found during the beneficiary selection data validation to ensure accountability to affected populations, as directed by the MEAL manager
Objective 5: Support MEAL teams in collecting, entering, managing, analysing, and reporting on other sources as necessary for department function (10%)
- As requested by the MEAL manager, support the MEAL department with other qualitative or quantitative data collections
- As requested by the MEAL manager, support the MEAL department with entering, cleaning, managing, or organizing data from other MEAL data collections
- As requested by the MEAL manager, support the MEAL department with reporting on data collections as needed
Objective 8: Abide by and promote AAH security (cross-cutting)
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 9: Support humanitarian activities of Action Against Hunger (cross-cutting)
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
Objective 10: Gender & Safeguarding (cross-cutting)
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.
Requirements:
- Bachelor’s degree in Social science, in information management, humanitarian action, or any related field
- Strong knowledge in data collection, entry, management, and analysis practices
- Good knowledge of Microsoft package, including Excel/ Strong understanding of key accountability practices and principles/Knowledge of food security and livelihoods, nutrition, WASH and protection is not necessary but considered a plus
- At least one year previous experience working in a related field / Experience working in humanitarian aid or development is not necessary but considered a plus.
- Good skills in Microsoft Excel, Word, Outlook, and PowerPoint / Knowledge of RIMS is not necessary but considered an asset / Knowledge of Microsoft Access and PowerApps is not necessary, but considered as an asset
