Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The WaSH Field Officer will be responsible of:
Under the supervision of the WASH Head of Project, the WASH Field Officer is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities mainly Community Mobilization, and for ensuring proper coordination with the citizens, municipalities, South Lebanon Water Establishment, other local authorities and related AAH departments. The position requires extensive field work and movement between several worksites.
Objective 1: Follow up day to day implementation of the local social engagement campaigns (50%)
- Liaise with the WASH Head of Project to identify outreach and communication strategy.
- Plan, coordinate and monitor ongoing project activities in collaboration and under the supervision of the WASH Head of Project.
- Develop communication materials (videos, leaflets, brochures, PowerPoint presentations, etc.).
- Design and implement outreach initiatives and subscription campaigns within target communities.
- Support in the selection of the project beneficiaries.
- Organize and deliver awareness sessions based on water accountability and conservation topics.
- Ensure the active involvement of target communities with a participatory approach.
- Support in the organization and delivery of the training sessions to be realized, if necessary.
- Ensure understanding of citizens’ perceptions towards water use, water service and the Water Establishment.
- Mobilize the community to change behaviour regarding positive water use, water accountability and water conservation.
- Ensure that the projects activities are well coordinated with relevant governmental sides (local authorities, Water Establishment) and non-governmental sides (INGOs and NGOs working in the same operational area).
- Prepare weekly work plans according to the implementation plan.
Objective 2:Monitoring, coordination, and communication (40%)
- Monitor and report all social engagement activities in the field ensuring there is compliance with plans and Action Against Hunger standards.
- Monitor citizens acceptance and satisfaction in coordination with the MEAL team.
- Responds to and records right holders’ WASH technical feedback and complaints at field level.
- Maintain a high level of collaboration and coordination with all project staff.
- Mobilize and network with the partners and the key stakeholders for the implementation of the project activities.
Objective 3: Data collection and reporting (10%)
- Collect, organize, and develop all data, files, and documents.
- Report to the WASH Head of Project on the status of implementation of the activities on a weekly basis.
- Prepare, file and document monthly reports for work progress.
- Regular reporting of work progress to the Program Manager.
- Report possible problems or conflict during the activities.
- Report the use of materials and possible improvements.
- Objective 4: Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
Objective 5: Support the humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
Requirements:
- Bachelor’s Degree or a Technical Diploma in Water, Sanitation and/or Hygiene related fields, and/or any related field such as public health, social sciences, or international development.
- Strong knowledge in community development and mobilization, communication, behavioral change, and participatory approach.
- Knowledge in water accountability, water wise and positive water uses behavior concepts.
- Basic graphic design knowledge is a must
- At least 2 to 3 years of prior professional experience working in community settings and/or with communications department
