Objectives
To develop context specific and relevant Food Security and Livelihoods programming strategy and support the funding of its roll-out to sustainably raise ACTED’s profile as a credible Food Security and Livelihoods actor in Lebanon.
To coordinate Acted’s Food Security and Livelihoods activities, provide technical support to Food Security and Livelihoods projects, define coherent Food Security and Livelihoods implementation modalities, tools and methodologies build the Food Security and Livelihoods capacity of staff.
To Co-Coordinate the Food Security and Agriculture Sector which is chaired by the Ministry of Agriculture and co-led by the World Food Programme (WFP) and the Food and Agriculture Organization (FAO) and take part of the FSAS Core group.
Duties and Responsibilities
External Positioning
External Relations
Act as key Acted representative on Food Security and Livelihoods in Lebanon.
Act as key Acted representative in the FSAS Core and National Committee meetings.
Ensure external representation of Acted in Food Security and Livelihoods sector, vis-à-vis country and local authorities, other project stakeholders, donors, and partners.
Participate in and report (internally) on Food Security and Livelihoods technical and sectoral meetings, clusters and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, inter-governmental institutions.
Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on Food Security and Livelihoods.
Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
Project Development
Collect and analyze primary and secondary data related to the Food Security and Livelihoods sector in Lebanon.
Analyze the activities in the Food Security and Livelihoods sector and relevant stakeholders.
Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant needs assessments in close collaboration with the MEAL department.
Work closely with the PD department in Food Security and Livelihoods project conceptualization workshops.
Provide technical inputs into proposal design and ensure new or adapted projects for the Food Security and Livelihoods sector focus on maximizing efficiencies, impact and integrated approaches.
Internal Food Security and Livelihoods Technical Support and Coordination
Coordination
Support the development and maintenance of a coherent Food Security and Livelihoods strategy across Acted's areas of intervention in Lebanon.
Promote harmonization of approaches and methodologies across the different Food Security and Livelihoods projects by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.
Brief Project Managers about main Food Security and Livelihoods issues and updating them on a regular basis.
Technical Leadership
Define Food Security and Livelihoods project implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution, and sensitization).
Lead the development of all technical tools related to Food Security and Livelihoods projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports…).
Analyse the appropriateness, adequacy and potential impact of all interventions in the Food Security and Livelihoods sector based on known contexts and needs.
Provide technical support to the Project Managers and other Food Security and Livelihoods staff to implement the Acted Food Security and Livelihoods projects to a high quality standard.
Liaise with Food Security and Livelihoods technical staff on a regular basis to ensure technical assistance is provided to projects when needed.
Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.
Staff Capacity Building
Participate in the recruitment and training of Food Security and Livelihoods sector staff members.
In coordination with Project Managers identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs.
Provide training to projects teams on Acted activities and Food Security and Livelihoods best practices.
Develop training material for different training courses to share within the Food Security and Livelihoods project teams.
Develop capacity-building programmes for local actors (including partner NGOs and relevant local services providers) on Food Security and Livelihoods.
Key Performance Indicators
% annual budget increase/decrease in the Food Security and Livelihoods sector as compared to previous year.
% success rate of Food Security and Livelihoods proposals.
Number of active strategic partnerships in the Food Security and Livelihoods sector and % change as compared to previous year.
Number of (elected) Food Security and Livelihoods positions in clusters, working groups, coordination mechanisms.
Number of technical documents (sector strategies, methodologies and approaches, tools) produced to support Project Managers in implementation of their projects.
Number of internal Food Security and Livelihoods meetings held.
Number of staff trained on Food Security and Livelihoods issues.
% of staff trained with improved capacity to implement Food Security and Livelihoods projects.
Qualifications
