Job Title: Project Officer (local – 3 positions)
Duty station: Ain/Zahle, Lebanon, with regular on-field visits
Reporting to: Project Manager
Contract duration: 36 months full-time including a 3-month probation period
Starting date: December 2023
Working Context:
WeWorld-GVC (WW-GVC) has been working in Lebanon since 2006 and is currently supporting vulnerable populations through emergency WASH, education, food security, and essential assistance interventions, as well as Water Governance and Local Economic Development programs aiming at increasing the resilience of the concerned communities, in the Beqaa Valley and Akkar. Under the ‘SAFE’ Project, WW-GVC, in partnership with Mada Association and the Lebanese Workers Rights Organization (LWRO), aims to ensure access to rights, increased safety and enhanced self-reliance in the agri-food sector for refugee and local communities in the vulnerable governorates of Lebanon.
Job description:
Within the framework of the ‘SAFE’ Project, the Project Officer will contribute to the implementation of the Project’s activities on the field, closely working with the project team, partner organizations and local stakeholders, and ensuring accountability to WW-GVC’s policies and donor rules and regulations. Moreover, the Project Officer will support the management of the Project in terms of planning, reporting, capitalization, coordination and organization.
Main tasks and responsibilities:
Project Execution (50%)
- Support the Project Manager and the project team in planning and implementing the project activities;
- Conduct regular field visits to execute the project activities and provide support as needed;
- Ensure that activities comply with agreed objectives, policies and established SOPs and guidelines;
- Monitor, evaluate and suggest changes and improvements based on observations and discussions with beneficiaries, partners and the Project Manager;
- Promptly report to the Project Manager any challenge hindering the implementation of the activities.
Reporting (20%)
- Ensure regular and accurate reporting to the Project Manager and contribute to other ad hoc reports to meet donor and internal requirements;
- Ensure that data and documentation of all activities are properly collected and archived.
Coordination, representation and communication (30%)
- Participate in internal and external coordination meetings for the purpose of the project, as needed;
- Represent WW-GVC in meetings with local stakeholders;
- Prepare for monitoring visits by donors, HQ and other stakeholders in close coordination with the Project Manager and partners’ representatives;
- Facilitate and support the Monitoring, Evaluation, Accountability and Learning (MEAL) Department in the collection of project indicators and sources of verification;
- Facilitate the coordination with the Logistics and Finance Departments for the implementation of the activities;
- Facilitate and support the collection and preparation of communication and visual material in line with the visibility guidelines of the organization and the donors.
Other tasks: Any other tasks assigned by the Project Manager and relevant to the position and competencies of the Project Officer.
Requirements:
Work Experience:
- Minimum 2-year experience in a similar position; preferably in INGOs or equivalent;
- Previous experience in at least one of the following areas:
- The Agri-food sector, agricultural value chains or relevant fields;
- Business development, micro-finance, grants management or relevant fields;
- Local economic development, PCM especially project proposal writing or relevant fields;
- Previous experience in working closely with local communities and/or SMEs in rural areas;
- Previous field experience in Baalbek-Hermel and Bekaa Governorates will be considered a plus.
Skills and Abilities:
- Proficiency in Arabic and English, both written and oral, with strong communication skills;
- Proven organizational skills and ability to work autonomously, effectively manage multiple tasks and meet deadlines;
- Strong problem-solving and conflict mediation skills;
- Cultural, gender, religion, and age sensitivity and adaptability;
- Professional competency in Microsoft Office package, especially Word and Excel.
Qualifications:
- A bachelor degree or equivalent in the field of Agriculture, Business Development, Economics, Development Studies, Project Management, or similar;
- Driving license will be considered a plus.
