Background
HARETNA (حارتنا) is a consortium project that aims to build local capacity to identify and organise around collective priorities, mobilise resources, implement projects and influence the local authorities and key stakeholders. It aims to foster peaceful, community-led change, empowering diverse community members to work together to address their common challenges and reduce gender inequalities through strengthened social cohesion. This iterative process will demonstrate the value of collective action while strengthening the capacity of the selected communities to lead their own sustainable recovery and development. The Haretna Consortium will guide urban communities in North (Mina, Trab Mseihiyen & Muslimen), Beirut and Mount Lebanon (Chiyah, Hay El Jwar), and South (El Dekermen, Lower Taamir) through a participatory process of identifying and understanding community issues, developing solutions, and prioritising what to work on through community-wide projects. It originates by bringing diverse community members, across different age, gender, and identity groups, into a common process. Communities will discuss and assess their needs and create Sustainable Recovery Plans (SRPs) with concrete projects that address their identified concerns. These SRPs will build on the process and structures developed from Springboard projects in the first few months of the overall project. The consortium, funded by AFD and DANIDA, is composed of four members: the Norwegian Refugee Council (NRC) (Consortium Lead), Coordinamento delle Organizzazioni per il Servizio Volontario (COSV), the Lebanese Women Democratic Gathering (RDFL) and Tripoli Entrepreneur Club (TEC).
Purpose of the role
The Monitoring, Evaluation, and Learning (MEL) Coordinator plays a crucial role in ensuring the effective execution of the consortium's activities and monitoring progress towards achieving its specific objectives. The MEL Coordinator will be responsible for promoting a culture of learning within the consortium and facilitating evidence-based programming and decision-making. Moreover, this role involves contributing to the development of MEL plans and standardizing MEL processes and tools in close collaboration with all partner organizations. The MEL Coordinator will also be expected to provide direct support and capacity building to partners to ensure the efficient utilization of MEL systems for data collection, aggregation, and analysis.
What you will do
- Adhere to NRC policies, guidance, and procedures.
- Contribute to the development of M&E systems, including M&E procedures, guidelines, and tools.
- Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the Consortium.
- Lead the Consortium members in the planning for and execution of M&E activities, including, data collection methodologies and tools; and data management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
- Ensure effective communication and knowledge sharing between the Consortium members.
- Oversee and be responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
Specifically you will;
Consortium Management Support
- Collaborate closely with Haretna Consortium Manager and consortium partners to establish an operational MEL plan, including the set-up of mechanisms to monitor and document the progress of implementation of MEL and project activities.
- Participate in programme design reviews including theory of change development, log frame design revision and budgeting for M&E.
- Lead the design and review of the MEL pack, which includes the Indicator Performance Tracking Log Frame, Activity Tracking Table, and MEL Plan. Maintain an updated indicator tracker.
- Provide technical guidance and lead the capacity building of the consortium partner staff and stakeholders on implementing MEL within the project, including capacities for data collection, storage, indicator definition, and reporting.
- Take the lead on project output and outcome monitoring and ensure that information reporting and sharing of systems fulfil the needs of the consortium, communities, government, relevant agencies, donors, and other stakeholders, and are in line with MEL standards.
- Review reports and other submissions by partners, ensuring rigorous and quality processes have been applied to internal monitoring for maximum accuracy.
- Conduct routine field visits and data quality assessments to ensure technical and operational compliance with MEAL systems and methodologies.
- Design and develop, Terms of References, methodologies, tools, data analysis/interpretation plans related to monitoring, evaluation and capitalization of lessons learned, and accountability and reporting; and ensure that they are age/gender sensitive and disaggregated by nationality.
- Facilitate the documentation of project results, impact, best practices, and significant changes.
- Develop dashboards and other relevant tools in a shareable format to facilitate the visualization and communication of MEL data to the donor and partners.
- Organize and chair regular MEL technical reference group meetings and disseminate the minutes and participate in other Haretna technical reference groups.
Complaint and Feedback Mechanism
- Support and advise Neighbourhood Action Groups in setting up contextualized community-based feedback and complaints infrastructures.
- Promote mechanisms and approaches to receive feedback and complaints from participants within the consortium.
Learning and Knowledge Management
- Document learning on working in consortia and generate lessons learned on how the integration aspect of the project contributes to achieving expected results.
- Lead the implementation of lessons learned workshops or sessions during key phases of the project.
- Collaborate closely with the consortium team to facilitate generating, storing, and sharing of knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc.)
- Coordinate the design and management of quantitative and qualitative participatory project evaluations (baseline, midline and final evaluations), assessments, reviews, and other special studies.
- Promote the utilization of learning and knowledge generated in decision-making and project Develop dashboards and other relevant tools in a shareable format to facilitate the visualization and communication of MEL data to the donor and partners.
Professional competencies
- Bachelor’s degree in economics, Political or Social Sciences, Quantitative or Statistical Analysis, or any other relevant field
- Minimum 3 years of relevant MEL experience in a professional environment, preferably in an emergency or post-conflict setting.
- Experience with and knowledge of current participatory MEL approaches in relief and development programs. Previous experience in measuring gender, social cohesion, community engagement and participation would be desirable.
- Excellent understanding of data and information needs for programme management and decision-making.
- Experience with both quantitative and qualitative methods; this should include survey development and facilitating KIIs and FGDs. Experience with SPSS or STATA is desirable.
- Fluency in English, both spoken and written. Fluency in Arabic is desired.
- Proficiency in Microsoft Office applications including Word, Excel, Outlook, and PowerPoint.
- Experience in data visualisation and presentation using PowerBi or other similar solutions and software is desired.
