Protection Officer (GBV Officer)

DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job 

Under the direct line management of the Protection Team Leader, the GBV Case Management Officer is responsible for the provision of case management and psychosocial support to survivors of gender-based violence, particularly women and girls. Your main duties and responsibilities will be:

  • In compliance with best-practice and international standards in GBV response, provide case management services, including direct psychosocial support, for survivors of gender-based violence, particularly women and girls and other vulnerable groups. Case management services will include assessment of needs, development of an action plan for recovery, conducting referrals to relevant services, implementing the action plan and ensuring appropriate follow up and case closure when appropriate;
  • Provide age-appropriate counseling for vulnerable adolescent girls and boys as well as children following the best practices for caring for child survivors   and in the best interest of the child;
  • Provide age-appropriate quality psychosocial support in mobile and static safe spaces (including women community centers) and child-friendly spaces, including the implementation of emotional support group sessions and awareness/information sessions;
  • Ensure timely filing and storage of GBV data in the gender-based violence information management system (GBVIMS+) Primero, in compliance with the information sharing protocol developed at the inter-agency level;
  • Prepare and submit weekly and monthly work plans in a timely manner for the Protection Team Leader’s validation;
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program;
  • Participate in regular supervisory meetings to ensure adherence to standards of care and appropriate case management;
  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers;
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area;
  • Receive referrals from different agencies, conduct an action plan and appropriate response to each case;
  • Send referrals to different agencies according to the action plan developed with the beneficiary;
  • Flag the need for case conferences based on needs and attend with relevant key actors when needed with the support of the Protection Team Leader, while ensuring a survivor-centered approach;
  • Update the service mapping on a monthly basis and flag training needs of service providers through calling service providers and visiting their premises.
  • Provide feedback of actions taken to DRC Protection Team Leader and other agencies when necessary;
  • Work closely with DRC local partner and provide the needed field level support;
  • Work closely with the child protection section when GBV cases involve child survivors, particularly when assessing best interest of the child;
  • Any other duties relating to the nature of the job as directed by the Protection Team Leader GBV PSS or Protection Manager.

 About you 

To be successful in this role we expect you to have a Bachelor degree in Social work, Counseling, Psychology or other related field. Moreover, we also expect the following:

Required

  • Minimum 2 years of experience in counseling survivors of gender-based violence or vulnerable women and girls/and or in child protection case management
  • Good understanding of GBV core concepts and principles and ability to implement casework using a survivor-centered approach
  • Strong communication and counseling skills, including the ability to communicate with survivors effectively
  • Previous experience working with Syrian refugees in Lebanon and in international organizations and humanitarian settings is preferred
  • Good knowledge of protection principles in humanitarian settings and of the context in Lebanon
  • Ability to maintain confidentiality, respect, non-discrimination and safety of beneficiaries at all times
  • Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Computer literacy (MS Word and Excel)

We offer 

  • Contract length: Until May 2024 renewable based on performance and availability of funds
  • Band/Level: H
  • Duty Station: Bekaa
  • Start date: December 2023
